1. The City'Council continued their consideration of a "Goal Statement
For Downtown ".(continued from September 11, 1979).
Terry Sanville, Senior Planner, reviewed the staff report prepared in May,
1979 for the City Council's consideration.ind:adoptiori.
The Council.then undertook the review page by page:
On motion of Councilman Jorgensen, seconded by.Councilwoman Billig, that
Paragraph 2, Page 2, Goals and-Policies not be Changed: "Use its.land -use
and zoning.regulations to help protect the.economic position of downtown.
City-wide zoning.and the General..Plan should prevent the construction of n
shopping centers which could cause stores to go out of business." Motion
On motion - of-Councilman Jorgensen, seconded-.by Councilman Dunin,.that.Paragraph
2, Page 3 - Goals and Policies be.deleted: "Studies.show there is.enough to
support downtown stores. Downtown merchants need not worry about attractine
customers away from other'shopping- .areas in.the central coast Also, San Luis
Obispo's projected population-growth will -take`up some of the slack as the
downtown loses some. regional customers because of commercial growth elsewhere
and the soaring price of gasoline." - Motion carried, .5 -0.
By common consent of--the Council that Paragraph 1, Page 5 be amended in such
a way as to make reference to approved County facilities plan "4C ".
On motion of Councilman Jorgensen, seconded.by Councilman Dunin, that the
City.Council go on record as continuing to support County.Facilities Plan
"4C ", for expansion of County Administrative uses, legal uses and parking.
Motion carried, 5 -0.
On motion.of.Councilman Jorgensen, seconded by Councilman Dunin, Paragraph
5, Page 4, Part II, Public Facilities.be amended as follows: Last sentence,
Drop "There also has been talk of enlarging.the County-Museum and Arts
Center,.Building.a new.Little Theatre, or a new City Recreation Building."
Add "There also has been talk of enlarging.the County Museum and Arts.Center,
Building a new Performing Arts Center, or a new Recreation Building." Motion
carried; 5 =0:
On motion of Councilman Jorgensen, seconded-.,by.-Councilman Dunin, to amend
Paragraph 4, Page 6 - Cultural Center by.adding. "Performing.Arts Center" in
lieu of- "Little:Theatre ".- Also staff.was asked- --to:make similar amendments
in other areas of text dealing with "Performing Arts Center ".
On motion of Councilman.Jorgensen, seconded by Councilman Dunin, that Paragraph
3, Page 6 - Cultural_Center•last sentence: "The old library on Palm Street
could be converted..to.City government offices" be amended.to read
"The old library-.on Palm Steet could be converted to-government offices."
Motion carried, 5 -0.
By common consent of--the Council that Paragraph 1, Page 5 be amended in such
a way as to make reference to approved County facilities plan "4C ".
On motion of Councilman Jorgensen, seconded.by Councilman Dunin, that the

Add to last paragraph, Page 8: "City should expand its transit system to
better serve the needs of the user downtown and to reduce traffic conjestion
on downtown streets." Approved, no Council objection.
Amend Paragraph 3, Page 11, Goals and Policies: From "At some downtown
intersection motorists cannot see traffic signals because their view is
blocked by trees, signs or buildings. At these intersections, traffic signals
should be hung on metal arm over the street so that they can be more easily_
seen." To: "At some downtown intersections motorists cannot see traffic
signals because their view is blocked by tress, signs or buildings." Add,
"Design modifications and regulations should be considered to improve signal
visibility."
Approved, no Council objection.
On motion of Councilman Jorgensen, seconded by Councilman Bond, that
the Council adopt the following recommendations of the city staff regarding
conversion of housing in the downtown area to stores or offices:
1) Direct the City Attorney to prepare an ordinance for adoption by the
Council which would prohibit the issuance of permits which would enable
housing conversions in the downtown. The term of the ordinance would
be set for 1 or 11i years.

2) Direct the planning staff and the CAO to work with the Housing Authority
and study various types of housing conservation programs applicable to
the Central Business District with the following alternatives: A) require
special permits for large conversions; B) city purchase of property through
grants; or C) Housing Authority to purchase property and operate the housing.
3) Direct planning staff to bring back for Council consideration a detailed
action plan for dealing with the Downtown Housing Conversion issue.
Motion carried, 5 -0. ,
On motion of Councilman Jorgensen, seconded by Councilwoman Billig, that the
following be added to the Goals Statement on Page 14:
of the elderly and others who

Motion carried, 5 -0.
The Community Development staff was directed to prepare a final drafts of
the "Goals Statement for Downtown" as amended this date for Council consider-
ation at the next Council meeting.
2. 2:25 p.m. Council adjourned to Executive Session (ligigation).
2:45 p.m. Council reconvened in Regular Session.
3. There being no further business to come before the City Council, Mayor
Cooper adjourned the meeting at 2:45 p.m., to 4:00 p.m., Tuesday, October 9, 1979.
