COUNCIL HEARING ROOM, CITY HALL, 990 PALM STREET SAN LUIS OBISPO, CALIFORNIA Roll Call Councilmembers Present: Allen Settle, Ron Dunin, GlennaDeane Dovey, and Mayor Melanie Billig Absent: Alan Bond City Staff Present: Lee Walton, Administrative Officer; Pamela Voges, City Clerk; Geoff Grote, Legal Assistant; George Thacher, City Attorney 1. HOUSING AUTHORITY APPOINTMENTS Council to consider nominations by council subcommittee (Dunin /Settle) for appointments to fill three vacancies to the Housing Authority. On motion of Councilman Dunin, seconded by Councilman Settle, to appoint the fol- lowing to the City Housing Authority: Steve Nelson - 4 year term to expire 7/31/85; Charles Lenk - 2 year term to expire 6/30/83; and Connie Rea - 2 year term to ex- pire 6/30/83. Passed on the following roll call vote: AYES: Councilmembers Dunin, Settle, Dovey, Bond, and Mayor Melanie Billig ' NOES: None ABSENT: None 2. PARK AND RECREATION COMMISSION APPOINTMENTS Council to consider nominations by council subcommittee (Settle /Bond) for appointments to fill three vacancies to the Park and Recreation Commission. On motion of Councilman Settle, seconded by Councilman Dunin, to appoint the fol- lowing to the Park & Recreation Commission: Terry Conner - 2 year term to expire 3/31/83; Bob Adams - 1 year term to expire 3/31/82; and Barry Karleskint - 2 year term to expire 3/31/83. Passed on the following roll call vote: AYES: Councilmembers Settle, Dunin, Dovey, Bond, and Mayor Billig NOES: None ABSENT: None 3. REVIEW OF ARCHITECTURAL REVIEW COMMISSION BUDGET Consideration of request by ARC Chairman, Don Kahn, asking council reconsider 1981 -1982 budget request as originally submitted. After a presentation by Don.Kahn, Chairman of the ARC, and brief discussion by the council, it was moved by Councilman Dunin, seconded by Mayor Billig, to revise the ARC budget, adding $1000 back in to make the ARC budget total $3000. Passed on the following roll call vote: AYES: Councilmembers Dunin, Mayor Billig, Alan Bond, Allen Settle, and GlennaDeane Dovey NOES: None ABSENT: None City Council Minutes July 6, 1981 - 12:10 p.m. Page Two 4. JOINT MEEETING WITH HUMAN RELATIONS COMMISSION Joint meeting between the City Council and Human Relations Commission to discuss mutual concerns. The following members of the HRC were present for this item: Terry Elfrink, t Ruby Siegel, Cathie Pearl, Jacki Megow,Program Coordinator;. Walt-Lambert, Carolyne:Hostetter,. Linda Wenzel; Diane Saunders, Alternate, Gwen Goddard, HR Aide, Foster Gruber, Citizen Observer, Dan Sweeney, Gary Deno and John Carsel. Terry Elfrink, speaking for the HRC, felt that the 12- member commission would be able to accommodate more input for the.HRC and would be that much more advisory to the City Council. There was a discussion on the proposed ordinance on discrimination against fam- ilies with children, and also a request by Terry Elfrink asking that the council encumber $5,505 to go to the 81 -82 budget for the Child Care Resource Center. After further discussion, the HRC was directed to investigate and make recommenda- tions on matter of discrimination against children in rental housing. Also, the HRC was directed to update their survey report on mobile home parks and gather additional data from mobile home park owners and tenants and report back to council. Mayor Billig made a presentation to Linnaea Phillips for her contri- butions to the community and dedication as Mission Plaza Coordinator.
