1. General Plan Parks and Recreation Study
Consideration of General Plan Parks and Recreation Study, Technical Report No. 2

Henry Engen, Community Development Director, stated thatin January, 1980, the City
hired the firm of Sedes to begin preparation.of the Parks and Recreation Element.
He said that it has been divided into 3 parts: the first part was surveying the types
of facilities the City already has and asking the residents of the city how they
felt about the programs. The results of the survey were published in Technical
Report No. 2 which was accepted by the Council. Technical Report No. 2 defined
specific park projects that could occurs within those areas and established two basic
scenarios that the Council should consider: 1) identifies list of park projects
which would be developed to meet the city's needs, and 2) identifies project which
would be needed to meet developed park standards. Finally, Report No. 2 talks about
funding and offers strategy for dealing with the funding in the near future. He said
that the feedback today would help the staff and consultant to write the final part of
the study which is the Parks and Recreation Element itself, which will be a policy
document. He concluded that the staff report outlined four different topices that
the City Council.might want to consider, and invited the consultant to review.
Dale Sutliff,representing Sedes, reviewed the reports in detail which described the
needs and laid out strategies for moving in a particular direction. He stated that
the results of the community survey were a good indicator of where the community
was at in their preception of the park system. He summarized for the Commission
the goals presented which were directly taken from a summary of findings made
after the community survey was done.
Mayor Billig felt that the Council should review the document page by page so
the consultant and staff have sufficient direction to proceed.
In response to a request from Councilman Dunin, Dale Sutliff elaborated on the
definitions of parks - passive and active, and recreational areas. The Council
then discussed the document and the various parks and other recreational proper-
ties individually.
Upon Mayor Billig's recommendation, it was the consensus of the Council to
continue.this item for additional review and recommendation by Planning
Commission, Park & Recreation Commission, Joint Recreational Use of School
District Property, and Laguna Lake Committee.
2. Initiation of So. Higuera Park General Plan Amendments
Henry Engen, Community Development Director, statedthat when the South Higuera
Commerce Park Specific Plan was adopted some two years age, about 80 acres
was proposed for subdivision as an industrial /commerce park. The southerly
30 acres was deleted from this proposal and set aside as interim - agriculture
with the owner advised to come back in approximately 2 years to reconsider urban
use for the property. He continued that Mr. Hibschman has a specific plan
amendment request pending before the Planning Commission which calls for light=
industrial parcelizaiton for the property. As noted in the Plannint Commission
recommendation, the Commission had tentatively concurred with the staff

recommendation that this property be designated for residential use and had
recommended the:City Council initiate a general plan amendment for this
property, and some other properties in the South Higuera area.
Henry Engen continued that after consideration of a special study of land use
issues in this area, on June 10, 1981, the Planning Commission decided to
recommend.that the Council initiate the following changes.
a. Land west of Los Verdes - conservation /agricultural to interim
agriculture, with eventual low- density residential use when the flood hazard
is removed. No immediate zone change required.
b. Land occupied by the wastewater treatment plant and the ponds
and pastures to the southwest - conservation /agriculture to public /semipublic.
No zone change required.
C. Land east of South Higuera Street and north of Tank Farm Road -
interim agriculture to medium - density residential. Rezone from A/C 20 to R -2.
The Commission indicated a preference for a mobile or modular home land sub-
division - each unit on its own lot - but the city has no.:direct mechanism to
require such a type of development.
d. Land around the drive -in theater - conservation /agriculture to
interim agriculture, with eventual urban use when flood hazard is removed.
Commissioners discussed the following possible uses but indicated no consensus
on a preference: service /commercial /light - industrial; residential; research
and development industry or regional adminsitrative offices. No immediate zone
change would be required.
e. Land south of Margarita Avenue - medium - high- density residential
to medium - density residential, to conform with the present R -2 -PD zoning.
After brief discussion and comments by the Council, it was moved by Mayor Billig,_
seconded by Councilwoman Dovery, to initiate general plan amendments as follows:
a. Per staff recommendation, conservation /agriculture to interim
conservation open space.
b. Per staff recommendation A/C to public /semi - public with direction
to staff that rest of property (pasture land) remain in open space.
C. Left interim agriculture.
d. Per staff recommendation, conservation /agriculture to.interim con-
servation open space.
e. Per staff recommendation, medium -High density residential to medium
density residential (these areas, open space /interim, are subject to change in
status only when certain preconditions are met, for example, floodproofing,
access, etc.
There being no further business to come beofre the Council, the meeting was
adjourned at 2:30 p.m. to Tuesday, July 14, 1981 at 7:00 p.m.
