Item 1 Circulation Element Continued
Council considered the Draft Circulation Element and Environmental Impact Report
continued from the Council meeting of July 14, 1981.
Mayor Billig stated that this was the second public hearing being held on the
Circulation Element, and she would request that the City Council take pages 31
' to 34 of the Circulation Element City Council Report and use the discussion
guide in dealing with this today. The Council then took each question and
answered it with general consensus.
3. The In -Town Bus System
A. Should the Planning Staff be more involved with transit plannint?
Should there be staff to the Mass Transporation Committee along
with the City Engineer? Upon general consensus, the Council
stated yes to both questions. They felt the Planning Staff should
be there, especially in discussions on long - .range use planning
and circulation.
B. Should the interval between buses during non -peak periods be
increased? Yes, depending upon economics. .Would this create
confusion with scheduling? This item was referred to the Mass
Transportation Committee for report.
C. Should the City operate specialized vans to accomodate non -peak
period or non -work related trips? No.
D. Should the Circulation Element "commit" to specific changes to the
bus system or should it continue to recommend that a number of
changes be studied by the Mass Transportation Committee who would
then make recommendations to the City Council? Yes.
E. Should the City provide 15- minute bus service to all parts of the
community? This item referred to the Mass Transportation Committee
for report.
F. Should the City set up an "express" bus system which would provide
frequent service during peark periods. Yes, this is Council
policy and this item is to come back in six months.
G. Should the City set up a downtown shuttle bus system? No. This
item was referred to the Mass Transit Committee for investigation.

H. Should the City lower the cost of bus fare for City employees who
use the system? Incentive should be encouraged, i.e. bulk purchases.
I. Should the City lower business license fees for employers who buy
their employees monthly bus passes? Again, staff was encouraged to 1
provide incentive, i.e. bulk purchases. Mass Transporation Committee
directed to investigate marketing of other cities where this has
been successful.
J. Should the City ask Cal Poly to allow flag bus stops on the college
campus? Yes, it should be suggested.
K. Should the City ask Cal Poly to help market and promote the bus
system? Yes.
L. Should the City's bus system be extended to serve suburban housing
areas, such as Rolling Hills- Country Club estates? This was referred
to the MTC on a possible 3 month pilot.
Item 2 Ridesharing Program
A. Should the City or SLO COG set up a "park and ride program" where a
shuttlebus picks up people from peripheral parking lots and takes
them to the downtown area or Cal Poly? San Luis Obispo COG.
B. Should the City set up "preferential parking" for vans and carpools
downtown? Yes. Incentive especially for employees.
Item 3 Managing Traffic Levels
A. Should the City set up a "flex- time" work schedule for its employees?
Should it encourage other government agencies and major employers in
San Luis Obispo to do the same? No to both questions.
B. Should the City offer pay incentives to its employees who agree to use
alternative forms of transportation? No. Are ther other incentives
that should be offered? Yes.
Item 4 Bicycle Transportation
A. Should the City establish bike lanes (facilities) along existing City
streets? Yes, where economically feasible and safety being the most
important factor.
B. Should the City set up bike lanes as well as separated bike paths
along mayor streets which have high traffic levels? Yes. Or
should quieter (but less direct) residential routes be established?
Yes, but let staff make recommendations, keeping in mind safety factor
first. Enforcement also to be considered.
C. Should the City use the bike path classification system developed by
the State? Yes.
Dave Romero, Public Services Director, stated that the City Council several
years ago had established a policy by resolution that when the City widens
the streets, it would include putting in bike lanes.
After breif discussion, this policy was let stand, but there was emphasis to be
put that in any case where safety would dictate otherwise, this would not hold
true.
D. Should the City rely on the Cal Trans manual when designing bike paths?
Yes. Or should it develop its own design standards? Possibly.
E. Should the City establish "separated" bike paths within existing
neighborhoods? - only within future suburban growth areas (e.g. Edna -
Islay, etc.)? If viable. In most of the older neighborhoods, this
is not possible. Better signing should be looked into.

F. Should the City consider removing curbside parking to establish
bike paths along heavily.used routes on a selective basis? Should
not remove curbside parking in neighborhoods or in business which
will be affected by the removing of parking. Should replacement
parking be provided? Removed only due to safety purposes.
G. Should a bike path be established within the Southern Pacific right -
of -way? - along the west side of Freeway 101 between Madonna Road and
Broad Street? Yes.
H. Should the City install identification signs along all bike routes?
Yes.
I. Should-the City Planning Staff prepare a detailed plan showing the
type of bike paths to be established along each segment of street
shown on the bike route plant? Yes.
J. Should street paving projects which benefit bicycle transportation
be given a high priority for the use of limited street revenues?
No, this decision to be left to staff.
K. Should this section of the Circulation Element contain policies and
programs for moped and motorcycle transportation? No, both of these
modes of transportation should be treated the same as car and truck
vehicles.
L. Should the City set up a "pilot project" to provide racks on buses to
carry bicycles? This item referred to the Mass Transportation Committee,
although it would probably would not be feasible.
Item 5 Truck Transportation
A. Should the City set up truck routes which provde truck drivers with
routes through community? Should truck routes also be established
to control truck transportation within the community? Yes to both
questions.
B. Should trucks be prohibited from using all street which have housing
along both sides? Or just on "local" or "collector" residential Streets?
This item was struck from the discussion guide.
C. Should the City restrict truck loading operations in the downtown
during peak traffic periods? No, but this item was also struck
from the discussion guide.
4:16 p.m. there being no further business to come before the City Council,
Mayor Billig adjourned the meeting at 4:16 p.m. to Tuesday, August 11, 1981,
at 10:00 a.m. for a field trip to look at the Edna -Islay area.
Item 6
Air Transportation
A.
Should weight and noise be used as criteria to limit
the type of
aircraft that use the San Luis Obispo County Airport?
Or should the
number of passenger seats be used as a criteria? As
the City would
have a difficult time trying to regulate this, this item was also
removed from the discussion guide.
2:20 p.m.
Mayor Billig adjourned the meeting to closed session
to discuss personnel/
litigation matters.
4:15 p.m.
City Council reconvened in regular session.
4:16 p.m. there being no further business to come before the City Council,
Mayor Billig adjourned the meeting at 4:16 p.m. to Tuesday, August 11, 1981,
at 10:00 a.m. for a field trip to look at the Edna -Islay area.

I. REPORTED ACTIVITIES OF STANDING COUNCIL SUBCOMMITTEES
A. Area Council of Governments . GlennaDeane Dovey
As there have been no meetings in the last month there was no report.
B. CCCJC
Councilman Bond
Councilman Bond stated that there may possibly be $80 mill -ion
dollars worth of grants coming from the federal government for the
state of which if our City received a portion of that, it could keep
the program going for an additional three years.
C. County Water Advisory Committee Mayor Billig
No report as there has been.no meeting.
D. North Coastal Transportation Councilman Settle
No report as there has been no meeting.
E. Parking Committee Councilman Dunin
Councilman Dunin stated that the parking committee is reviewing
its approach from the standpoint.of the costs involved and the size.
Concern was raised as to who the parking committee reports to, the
administrative officer or the BIA. He was looking into this'further
and would be reporting back to the full council.
