12:40 -p.m. City Council.reconvened in open session, all Councilmembers
present.
1. HISTORICAL PRESERVATION REGULATIONS (File X6457)
Council reviewed draft Historical Preservation Regulations (continued from
8 -13 -84 and 10- 1 -84).
' Paul Lanspery, Administrative Officer, made a few opening comments.
Terry Sanville, Principal Planner, reviewed the Council agenda report
stating that the recommended action was for Council to support the draft
regulations and implementation strategy as prepared by staff and initiate
the creation of "H" districts.
Sandy Merriam, Chairman of Cultural Heritage Committee, stated that the
Committee felt the guidelines were within what the Council had directed and
they were pleased with the proposal.
Councilman Griffin was concerned that the appeal process was too elaborate
and was afraid the City Council would be unable to augment or substantially
amend the regulations as presently written.
Councilwoman Dovey felt that the regulations were not what she had hoped
they would be. She felt a regulatory process was already in place; this
ordinance would be too cumbersome and she hoped there would be a way to -,
streamline it. She had hoped that the public would be involved and informed
early -on, even as early as the purchase of their property.
Councilman Settle agreed with comments made by Councilwoman Dovey. He also
felt that the definitions needed to be reviewed. He felt the language
should be written in a manner that would be easily understood by all.
Councilman Dunin stated that he was still in support of the concept,
however, he did not like the.idea.of adding these regulations. He felt
that the purpose was to preserve and to help the property owner, and he did
not feel that these regulations were going to appear helpful but rather be
regulatory in nature. He felt the regulations would be telling the
property owners how they could improve their property rather than trying to
help them improve their property. He would like to see the word "regulations"
replaced with some other word, to be more of a tool for helping the property
owner. He would still support the idea of creating "H" districts. He
agreed the appeal process was cumbersome, although it might allow some
additional relief as other review bodies would be reviewing appeals.
Mayor Billig stated that with regard to the form of the ordinance, it did
come across rather harsh tone. She too would like to emphasize the helping
of the property owner. She felt that a program should.be the emphasis, and
not regulations. This would demonstrate the proper tone and emphasis of
historical preservation. She agreed with Councilman Griffin that appeals
should be directly appealable to the City Council and not other boards.
She agreed with Councilman Settle that the definitions needed to be reevaluated.
She then suggested that Councilwoman Dovey and Councilman Settle meet as a
subcommittee and bring back refinements to the draft regulations.
After discussion and upon general consensus, Council supported in concept
the draft ordinance with revisions as discussed; supported the recommended
"implementation strategy" prepared by staff and supported the forming of a
subcommittee (Dovey /Settle /Merriam) to review and make suggested changes
consistent with Council discussion and direction taken today with report
back as soon as possible (5 -0).
1:25 p.m. Councilman Griffin left the meeting.
2. CITY PROMOTIONAL BROCHURE (File 661059)
Council previewed the new city brochure prepared by the Promotional Coordinating
Committee.

Rob Sexton, and Leslie Ramsey, members of the P.C.C. and Maggie Cox,
representative of the Chamber of Commerce, were available for questions.
Rob Sexton gave a brief slide presentation.
Council supported the brochure, giving their thanks to the Committee for
their efforts.
C O M M U N I C A T I O N S '
C -1 Mayor Billig stated she would be meeting with Supervisor -elect Carl
Hysen in helping to establish harmonious rapport between the City and
County.
C -2 Council agreed to send letters of support in response to request by
Amnesty International.
C -3 City Attorney Roger Picquet announced that Council had taken formal
action on November 13, 1984, to adopt Resolution No. 5531 with additional
findings to support the city's denial of a rent increase to owners of the
Chumash Village Mobilehome Park.
There being no further business to come before the City Council, Mayor
Billig adjourned the meeting at 2:00 p.m.
