1. DEVELOPMENT REVIEW PROCESS (File #431)
Council discussed the city's development review process.
Paul Lanspery, Administrative Officer, briefly reviewed the outline for the
Council's.discussion today.
Toby Ross, Community Development Director, reviewed the Community Development
Department's Semi - Annual Report of January through July 1984, and reviewed
how the development review process worked: He then took the Council
step -by -step through a diagram of the process used from the time an appli-
cant applied for a use permit until construction.
Paul Lanspery stated that it was staff's recommendation that Council
appoint a Council Subcommittee with the direction to staff to go forward
for drafting a Council policy statement on the development review process.
Councilman Settle stated he could be supportive of a policy statement. He
would like some change made so that Council would be made aware of any
large project being developed, for in some cases, it is possible for a
large project to go through without requiring Council.approval. ..
Councilwoman Dovey agreed.

Councilman Dunin stated that before the policy could be established,. he
felt that the people being affected should be made aware of the discussions '
and hopefully increase their participation and provide the development
community's point of view.
Councilman Griffin agreed and hoped that the Council subcommittee could
include a member of the development community. He felt that part of the
subcommittee's charge would be to report back to the Council beyond the
policy statement and include additional areas for Council /staff.discus-
sions. He would hope that the policy statement be made a fairly comprehensive
and clear statement. He proposed that he and Mayor Billig sit on the
subcommittee:
Mayor Billig agreed with Councilman Settle that the Council should be made
aware of any major projects and would support Councilman Griffin's suggestion
for the subcommittee with him and herself as members.
Councilman Dunin urged that a report similar to that made today by the
Community Development Director be given by the Fire Department. He would
like to see some understanding of the regulations imposed by the Fire
Department as well as their cost ratios. He also would hope that the
subcommittee would be made aware of outside concerns and included a develop-
ment review person.
Councilman Settle stated he would encourage comments from the development
community including technical suggestions.
T. Keith Gurnee stated that he was speaking on behalf of several individuals
in the audience. They had met and reviewed the development review process
and had material they wished to submit to Council. They had hoped it would
be in final form but were not expecting the meeting to be held until
tomorrow night. They would urge that the design community be directly
involved and were willing to offer their services for free.
Upon general consensus, Council appointed Council Subcommittee of Mayor
Billig and Councilman Griffin to review the development review process.

Council also supported the recommendation for a draft Council policy
statement on the development review process (5 -0).
There being no further business to come before the City Council, Mayor
Billig adjourned the meeting at 1:55 p.m.

On motion of Councilman Griffin, seconded by Councilman Settle, the consent
agenda unanimously approved as recommended by the City Administrative
Officer. The following actions taken as indicated:

Minutes of Tuesday, November 6, 1984 - 6:00 p.m.; Tuesday, November 13,
1984 - 7:00-p.m.; and Monday, December 3, 1984 - 12:10 p.m. approved as
amended.
C -2 APPOINTMENT TO THE JOINT USE COMMITTEE (File #125)
Michael Judd appointed to the Joint Use Committee as recommended, term to
expire 3- 31 -86.
C -3 CONFIRMATION OF B.I.A. BOARD MEMBERS (File #475)
Appointments of John Bushnell, Charles Bove, Darreld English, Geoffrey
Chaffe and Char Webster confirmed to the B.I.A. Board of Directors as
recommended for two -year terms to expire 12- 31 -86.
