He was asking that Council: 1) approve the review schedule which outlined
the schedule of events for future approval and public hearings for the
Water Management Plan and draft EIR; 2) to authorize submittal of the
draft Water Management Plan to the State Department of Water Resources in
compliance with State Law AB797 relating to water conservation; and 3) to
authorize the staff to request from the State Department of Health
Services an extension of time for covering the Stenner Canyon Reservoir II
as it was proposed to be abandoned under the recommended Water Management
Plan.
Council then discussed and proposed additional areas for staff to review 1
and bring back at their next meeting.
Councilwoman Dove v felt it was important that the City be clear on what
the City's study area, population needs, and supplemental water needs
were. She felt there needed to be more information on the detail as to
the Whale Rock Reservoir exchange idea. The Council also needed to
consider whether it wanted to explore additional ground water sources and
Lake Nacimiento. With regard to Cuesta College, she hoped something could
be worked out with the college for any supplemental water that the city
might have available. With regard to page 11 -10, she felt that the
current wording assumed annexation and general plan policies would occur.
She felt it was important that this document reflect what the current
policies are.
Councilwoman Rapp a wanted to explore an additional possibility of using
the Hansen and Gularte creeks as alternatives. She also felt that the
need to continue to support the first right of use for Salinas be given
upmost priority. She would also like to see Nacimiento used as a viable
option.
Councilman Settle submitted a five -page document on comments for
amendments to the Water Management Plan including reformatting, providing
a summary of recommendations at the beginning of the Plan, provide a
summary of the alternatives of reservoirs, ground water options, State
water and other combinations. He felt the financial costs using those
alternatives and the time it would take to accomplish them should also be
included. He felt it important that the City not give up or exchange its
rights to Whale Rock water or exchange it for State water without
considerable additional study. Also to look at the County Water Plan that
would include a pipeline direct from Nacimiento to Whale Rock reservoir
which could possibly serve Morro Bay, Cayucos and Los Osos (see memorandum
dated April 8, 1986, for additional comments).
Councilman Griffin felt that the water treatment and distribution and
financial scope was very good. He would like the policy statements
expanded and refined. He felt the Council needed to take a
collaborative - approach for the use of water and special scrutiny made to
Chapter 2 regarding estimates and assumptions. He also would prefer to
use some other word rather than "consumption." With regard to format, he
would like to see recommendations be expanded to show an action plan,
Chapter 4 needed to be reworked and that financing of any project would be
crucial.
Mayor Dunin felt that the document needed to be looked at both on a short -
and long -term basis. When looking at the short -term, it should reflect
the general plan as currently exists. Also, It could take as long as
seven yearn for a State project and, therefore, it was important to know
where the City would be in 30 years. He would like to see more 1
information by the County staff regarding the State Water Project. He
felt that was a very viable alternative but also would like to see staff
look at conjunctive use and reclamation of water for both agricultural and
recreational use. He felt it particularly important to look at the
long -term possibility as it related to costs. He would also like to
further explore the radial gates and the costs for a seismic study using
the current data. He felt that Santa Rita should also be a part of the
County Plan. The draft document was a good one and was well organized.
He would hope that the City not only look at the needs for the City of

San Luis Obispo but at 0 & M and capital improvements as submitted by Paul
Lanspery earlier.
Mayor Dunin opened the meeting for public discussion.
Andrew Merriam felt that the plan was well organized and stated that he
had additional information concerning ground water to share with staff and
Council.
Ken Schwartz asked for clarification and suggested some amendments.
Mayor Dunin closed the public portion.-
After discussion and upon Council consensus, study session was set for
Tuesday, April 22, 1986, at 7:00 p.m. for additional review of the Water
Management Plan. Staff was authorized to write the State Department of
Water Resources advising of the city's current status to comply with
submittal of the draft Water Management Plan as required by AB 797 and to
request time extension for covering Stenner Canyon Reservoir due to
reservoir being considered for possible abandonment. Staff requested to
distribute the draft Environmental Impact Report by April 22 if possible.
A third study session was tentatively scheduled for Tuesday, April 29,
1986, at 7:00 p.m. if needed (5 -0).
9:40 p.m. Mayor Dunin adjourned the meeting to closed session to discuss
pending litigation involving administrative proceedings and civil
penalties being sought against the city by the Water Quality Control Board
(Complaint #86 -03) and pending litigation regarding Water Quality Control
Board "Cease and Desist" Order #86 -63.
10:55 p.m. City Council reconvened in open session.
There being no further business to come before the City Council, Mayor
Dunin adjourned the meeting at 10:55 p.m.
