Item 2. Section 2.40.050.E.8. Contributions - "Contributions received from a husband and wife." Recommendation approved (5 -0). Item 3. Section 2.40.070.A. Campaign Statements - "Upon.receiving or expending $100 a campaign treasurer shall file statements." Recommendation approved (5 -0). ' Item 4. Section 2.40.070.A.2. Campaign Statements - "To be received no later than 12:00 noon on Wednesday. Recommendation approved (5 -0). Item 5. Section 2.40.070.B.2.b. & c. Campaign Statements - "Consent to Publication." Recommendation approved to delete the requirement to advertise for those persons consenting to publication (3 -2, Rappa & Settle voting no). Item 6. Section 2.40.070.E.3.a. & b. Campaign Statements - "Publication Requirements." Committee recommendation to publish the name and amount of all contributors giving more than $50. Recommendation amended to publish the name and amount of all contributors of $25 or more (3 -2, Settle and Rappa voting no). Item 7. Section 2.40.080.A.6. City Clerk Duties - 400 word statement. Recommendation approved (5 -0). Item 8. Section 2.40.080.A.7. City Clerk Duties - timely advertisements. Recommendation approved (5 -0). Item 9. Section 2.40.100.A.1 & 2. Violation Penalty. Recommendation approved (5 -0). ' Item 10. Section 2.40.100.B.2. Civil Penalties. Recommendation approved (5 -0). Item 11. Section 2.40.120. Council Study Committee. Recommendation approved (5 -0). Moved by Griffin /Settle (5 -0), Ordinance No. 1067 (1986 Series), was introduced to print amending the regulations as amended. 2. PROPOSED SUBDIVISION - TRACT 1235 (File #410 -1235) Council held a public hearing to consider a Planning Commission recommendation to deny tentative map for Tract 1235 (Willow Grove), creating a 76 -lot residential subdivision within the Edna /Islay Specific Plan area located at 4100 Poinsettia Srreet; R -1 -SP, R -2 -SP and C /OS -SP zones; Santa Lucia Hills, Inc., (John French), subdivider (continued from 5- 6 -86). Judy Lautner, Assistant Planner, reviewed the agenda report with the recommendation that staff was recommending that Council approve the tentative map with findings and conditions as listed in the resolution. Jerry Kenny, Supervising Civil Engineer, also reviewed some of the engineering details. 5:30 p.m. Mayor Dunin declared a recess. 5:40 p.m. City Council reconvened, all Councilmembers present. Mayor Dunin declared the public hearing open. John French, applicant and property owner, reviewed his concerns which dealt with: 1) creek. 2) grading, 3) parks. Don Smith, 1111 Vista Del Lago, urged that the Council require the developer to pay for the park improvements as he felt this was the original intent when this development was approved. After considerable discussion and upon agreement between the Council and the developer, a 30 -day time extension was approved for review of the tentative map for Tract 1235. 7:00 p.m. Councilwoman Dovey left the meeting. Moved by Dunin /Griffin (4 -1, Dovey absent), to continue the public hearing to date certain May 20, 1986, for additional report by staff (to be combined with review of tentative map for Tract 1264). 7:20 p.m. Mayor Dunin declared a recess. 7:50 p.m. City Council reconvened, all Councilmembers present. 3. WATER MANAGEMENT PLAN (File #517) Council continued its review of the draft Water Management Plan (continued from 4- 22 -85, 6 -4 -85, 10- 15 -85, 4 -8 -86, 4 -22 -86 and 4- 29 -86). Bill Hetland, Utilities Manager, submitted for the Council's information report entitled "Los Banos Grande Off - Stream Storage Project" and a report addressed to Mr. Clint Milne by Bookman - Edmonston Engineering, Inc., reviewing the estimate of the cost for the Nacimiento water supply. He then reviewed from the agenda report items 3 -A - State Water Project and Nacimiento Project Alternatives; 3 -B - wastewater reclamation; and 3 -C - Chorro Reservoir. After lengthy discussion,.consideration of the Water Management Plan and public hearing continued to early June 1986. Councilman Settle asked the Council to review a draft resolution concerning the preparation of a study looking at Nacimiento Project , alternatives for supplemental water, in particular, authorizing the retention of a technical consultant to perform this additional study. After discussion moved by Settle /Rappa (4 -1, Dunin voting no), Resolution No. 5959 (1986 Series). was adopted as amended by Councilman Griffin, to approve the use of technical consulting services for local water resource alternatives. C O M M U N I C A T I O N S C -1 Water Management Plan Schedule approved as submitted (5 -0). C -2 Council recommended Charles Lyon be appointed to the Area Agency on Aging (replacing Mayor Dunin) (5 -0). C -3 Council concurred to reschedule its Regular City Council Meeting of June 3 to Monday, June 2, 1986, at 7:00 p.m. (5 -0). C -4 Roger.Picquet encouraged anyone desirous of listening to arguments . for and against Prop. 51 to listen to KCBX on Wednesday night (5 -14).
