COMMUNITY PERFORMING ARTS FACILITY (File *854) Council reviewed a status report on the Community Performing Arts Feasibility Study (Continued from 8 -6 -85 and 4- 1 -86). Paul Lanspery, Administrative Officer, reviewed the agenda report with the recommendation that the Council, after its review today, provide appropriate direction to enable the completion of the community performing arts facility study. ' Doug Barker, with the firm of Hall, Goodhue, Haisley and Barker, gave a detailed review of the consultant's scope of work. He recommended that a negotiating group consisting of one representative from Cal Poly, City of San Luis Obispo, and private industry meet with the consultant working as a facilitator. The group would review the work scope to determine projected finances and how the program would be set up. They were proposing a small 1 or 2 day workshop for this group. Mayor Dunin asked for public comment. Michael Brady, 1010 Marsh Street, asked that a 60 -acre property owned by Mr. Maino be included as a possible site for a community performing arts center. Cliff Swanson, member of the ad hoc committee, spoke in support of continuing efforts to make this program a reality. Jim Nile asked that the committee also include a member from the small theatre group. John King asked questions directly related to the size and scope of the project and any funding that might have previously been discussed. Mike Rice, 500 Mountain View and representing the students at Cal Poly felt that the performing arts.center was most needed. It would help their liberal arts program and allow additional parking. Councilwoman Rapp a requested that both a small and large facility be looked at concurrently with the hope that the small theatre be downtown. Councilman Griffin also felt that the downtown should benefit from this proposal. He would like to look at a partnership arrangement that would make this a reality and suggested that the city pursue the joint venture option but to.keep looking at sizing and a.smaller theatre for the downtown. Councilwoman Dove v asked that additional financial commitment by the Council be discussed prior to too much additional work going forward. Mayor Dunin agreed and also stated he would be supportive of looking at other sites in addition to the downtown area as other areas outside the downtown might be more favorable. 1:15 p.m. Councilman Settle arrived at the meeting. Councilman Settle stated he-was supportive of the downtown area for the smaller theatre and felt it was important that the city continue to work with the university and support the larger theatre there. After discussion. moved by Griffin /Settle (4 -1, Dunin voting no), to authorize staff to: 1) pursue the joint venture option with Cal Poly for a larger theatre using the process and role recommended by the consultant; 2) consultant evaluate the larger theatre concurrently with a smaller community theatre in or near the downtown with respect to siting and facility requirements: 3) negotiate and bring back a modified work scope contract with Hall. WATER MANAGEMENT PLAN (File #517) Council reviewed and considered an addendum to the Water Management Plan (continued from 4- 22 -85, 6 -4 -85, 10- 15 -85, 4 -8 -86, 4- 22 -86, 4 -29 -86 and 5- 12 -86). Bill Hetland, Utilities Manager, reviewed the agenda report with the recommendation that Council review and adopt by motion the Water Management Plan addendum and direct staff to have it printed and made ' available to the public. After discussion, four additional issues to the Water Management Plan addendum were requested for inclusion: 1) Nacimiento Lake alternative; 2) Whale Rock supplement: 3) siltation; and 4) CMC. Moved by Griffin /Settle (5 -0), the Water Management Plan addendum was approved as amended and staff directed to print addendum and make it available to the public for review. Planning Commission was also requested to review and make recommendations on addendum concurrently with Council review. C O M M U N I C A T I O N S C -1 Council discussed improving ways in which to have early input in proposed Whale Rock Commission.decisions. C -2 Council Subcommittee (Griffin /Rappa) to review and recommend alternatives for getting public response to the major Water Management Policy statements regarding supplemental water supplies and water sources, including possible ballot measure as well as other alternatives, i.e. educational, informational and working with public organizations. There being no further business to come before the City Council, Mayor Dunin adjourned the meeting at 2:40 p.m. to Thursday. June 26, 1986, at 4:00 p.m. for a joint meeting betwe en t e San Luis Obispo and Morro Bay City Councils to discuss water (to tie h ld at U1e Morro Bay Library).
