WASTEWATER MANAGEMENT_ PLAN (File =526,) Council continued its study session to discuss the draft Wastewater ?lanagement Plan (continued from 7/27/87). Public comments were made by Bob Jones from the County Land Conservancy. George Gibson. a Council candidate, .James Maxwell. a Council candidate. and Rick Webster, a local developer. 6:20 p.m.. Mayor Dunin adjourned the meeting to closed session to discuss litigation of the following: 1) Bartholow v. City (SLOSk- 56779): 2) WOGA v. City (L.A. Fed. Ct.): 3) Stevenson v. City (claim). 7:05 p.m., City Council reconvened, Councilman Settle absent. Bill Hetland stated that during the break, future study sessions and public hearing dates had tentatively been agreed upon by staff. upon Council consensus, the next public hearing and discussion would take ;place on Tuesday, September 29, 1987 at 7:00 p.m. The final public hearing, to be scheduled for Tuesday, October 13, 1987 at 7:00 p.m. Council agreed to the revised schedule., Council agreed (4 -0 -1). WATER OPERATIONAL PLAN (File *517) Council considered the 1987 -88 annual WATER OPERATIONAL PLAN (continued from 7- 21 -87). Bill Hetland, Utilities Manager, briefly reviewed the report with the recommendation that Council direct staff to continue pursuing supply and demand management options and to receive and file the 1987 -88 WATER OPERATIONAL PLAN as recommended. Hal Fones. Utilities Engineer, made the presentation including showing transparentcies of the various charts. Upon general consensus, staff directed to submit the scope of work for the RFP on the ground water study to the City Council for their review. Bill Hetland. Utilities Manager, also submitted a water and wastewater management element of the general plan for Council's future review. Councilman Griffin suggested that a Western Cities magazine article might be desireable on this issue. He felt that the City of San Luis Obispo ll,id excellent ideas to offer. .John Dunn. City Administrative Officer, also recommended going through the League of California cities. After brief discussion, moved by Griffin!Rappa (4 -0 -1. Settle absent) to approve the recommended action to direct staff to continue supply and demand management options and receive and file the 1987 -88 Annual Water Operational Plan. Also, that staff look at ways of promoting and informing other communities of water conservation methods. 3. TRANSIT SYSTEM (File 541) Council considered the financial cost sharing for San Luis Obispo to the South County transit system estimated to cost 517,808 for the city's portion. City Administrative Officer, briefly reviewed the Council agenda report with the recommendation that Council authorize the City representative to the San Luis Obispo Area Coordinating Council to approve a "R0 -40 Formula" for funding San Luis Obispo to South County Area Transit (SLOSCAT). After brief discussion, moved by Griffin / Dovey (4 -0 -1, Settle absent). motion carried to approve the recommended action. Councilmember_Griffin stated that he did not intend this to he precedent setting but rather a formula base(I on a trial service basis. 4. WATER ALLOCATION REGULATIONS (File 517) Council reviewed the draft Water Allocation Regulations (continued from 7- 21 -87). Michael Multar.i, Community Development Director, briefly reviewed the Council agenda report with the recommendation that Council review the alternatives, giving suggested direction on each so that staff could come back with ordinance provisions. For a list of the complete alternatives and suggestions, please see the tape (File #517). After review and suggested amendments, Council consensus was that staff come back with the draft ordinance based on tonight's comments. 9:00 p.m., Mayor Dunin adjourned the meetin.,.
