He felt it important to get to the grassroots and get thNm invuivP,i. ;i,:: sirg,rpsled that sending out an announcement with water bills was satisfactory. He felt it important to have some humor with it. Donna Duerk suggested that announcements be made fun anu outrageous. AIsp suggested taking advantage of Thursday night activities: possibly having a booth for question and answers. Perhaps a contest or placement of a graffiti board. Richard Schmidt also suggested a tabloid insert in the. local Te,lt:gram Tribune. Jerry Reiss suggested "public spirited articles" in the Telos;rnm Tribune. Linda Hainline. suggested an article in the Focus. Councilwoman Rappaa agreed that Thursday night activities might include r.he ' Planning Commission and the Architectural Review Commission as w,ri.l as Councilmembers. Janet Kourakis felt that there were two issues: 1) Public input aril ?) Citizen involvement with the process. She felt citizen involvement was more important. She suggested holding a series of policy conferences which would be by personal .invitation and cited Topeka. Kansas or Petaluma. California as recent examples of involving citizens. She also felt that obtaining other advisory bodies' input was .import;:ut. Councilwoman Dovey felt that the primary way to involve people is through communication. Also involving the PTA's and Homeowners .associations. What does the Council view as the desired relationship with the Co!:n_s„ (and other agencies) especially in regard to annexation and expansion? Pat rerety felt that the importance of working with the County was utmost.. Also, that there are ways we must look at regional planning ideas jointly. Penny Rap pa agreed. stating that the Council had been working on her-ter communications with the County, specifically through the airport specific plan. It's easier as partners on large projects like the City /Cor.rrity Library. More importantly. it needed to be a two -way street between buth agencies. . At 6:30 p.m.. Mayor Dunirl declared a recess. 6:-i3 p.m., Ci.ty Counc.i! and Planning Commissioners reconvened with Councilmembers Griffin. Settle and Planning Commissioner Crotser absent. Councilwoman Rapra suggested informational sharing in study sessions between the Planning Commissions of the City and the County. ROLES AND PERCEPTION OF THE PLANNING COMMISSION (File X406) 1. What does the Council consider the role of the Pianninm, Commission 1_0 be? `dike Multari stated that in his opinion the Planning Commission decisions were well respected by the Council. also that tho Council relies heavily on the input of the Commission. seldom overturning their decisions. Usually if a decision is overturned. it's the result of new information or due to political factors. Commissioners and Council discussed the need for good minutes: particularly from the Planning Commission on items that come to the City Council; specifically appeals or highly controversial issues. Council stated that they relied heavily on the feedback that they received from those minutes. Mayor Dunin stated that the Planning Commission served not only as an advisory body, but as a decision making body with many of their decisions final. The Council usually reappoints those persons who are interested in reappointment as the Council feels that those who have served and are willing to continue should be able to. Patrick Gerety requested that if substantial revisions were made by the developer to a plan or project proposal it should be given back to the Planning Commission for their review before going to the Council for decision. Commissioner Schmidt agreed that he would like to see any substantial ' changes to a proposal brought back to the Planning Commission. 2. What does the Planning Commission currently perceive its role to be? Donna Duerk felt that there was a need to look at long -range planning issues. Jerry Reiss agreed. He felt there was not sufficient continuity at this point. Also, that there are too many major projects that impact the Ciry which the Council reviews but the Commission does not see such as: Court Street, parking site determination, performing arts facilities. City /County Library, and the Parking Management Program. Commissioners agreed that these issues do affect planning issues within the City and should come to them for review. Penny Kappa urged that the Parking Management Program be reviewed by the Planning Commission. C. PLANNING COMMISSION MEMBERSHIP (File #406) What do the present commissioners think is an appropriate_ size for the commission? Councilwoman Dovey felt that it should be left at seven. .terry Reiss agreed that it could be left at seven. Donna Duerk left the meeting at 8:00 p.m. Patrick Gerety did not feel the number important; more so are the person's qualifications and how he /she will balance the remainder of the commission. Richard Schmidt felt there should be more diversity of representation. outside of the planning and design fields. 1 City Council Minutes Page I Tuasday. September S. 1937 - 0:30 p.m. Janet Fourakis felt that the designers and planners were important to the Commission. She would like to see a five year residency requirement. as Weil as time and commitment to serve. She would encourage new blood to be brought into the Commission as well. Jerry Reiss stated he would like to see positive individuals rather than single issue persons. Councilwoman Dovey agreed with previous speakers. Mavor Dunin suggested that a list of criteria be developed by the Plar.ni!— Commission for the benefit of Council liasions cnndur.ting interv.iPws. D. FUTURE COMMUNICATIONS (File =406) 1. Are there ideas about ways to be more Productive in the future? Councilwoman Rapp a suggested joint meetings be held at least once a year possibly twice a year. Future meetings should focus on policy issues. Councilwoman Dovey suggested the Council meet at least once a year with all of the advisory bodies. She also encouraged more communication from the advisory body members or Chair rather than staff. Councilwoman Rappa suggested a tour with the Architectural Review Commission and Planning Commission looking at best and worst projects.
