COUNCIL HEARING ROOM, CITY HALL - 990 PALM STREET SAN LUIS OBISPO, CALIFORNIA ROLL CALL Councilmembers Present: Peg Pinard, Vice -Mayor Penny Rappa, Jerry Reiss, Allen K. Settle (arrived 4:20 p.m.) and Mayor Ron Dunin Absent.: None City Staff Present: John Dunn, City Administrative Officer; Pam Voges, City Clerk; Dave Romero, Public Works Director; Toby Ross, Assistant City Administrative Officer: Mike Dolder, Fire Chief: Bill Hetland, Utilities Manager; Hal Fones, Utilities Engineer Moved by Rappa /Reiss (4 -0 -1, Settle absent), to place an add -on item on the agenda concerning rocket fuel. This item to be discussed at the end of the meeting. C O N S E N T A G E N D A C -1 GROUNDWATER STUDY (File #511) Council considered an agreement to provide technical services related to a groundwater study. Bill Hetland, Utilities Manager, reviewed the agenda report with the recommendation that Council authorize staff to negotiate an agreement with John L. Wallace and Associates and authorize the City Administrative Officer to award the contract. Councilwoman Rappa expressed concern that this project come back to the Council at each phase and funding approval be given at that time. After brief discussion, moved by Rappa /Pinard. Resolution No. 6368 (1987 Series) was adopted authorizing staff to negotiate the agreement with John L. Wallace and Associates with the amendments funding the first two phases of the work in the amount of $6,840 as discussed and further that the City Administrative Officer be authorized to award the contract as recommended (4 -0 -1. Settle absent). 4:20 p.m. Councilman Settle arrived at the meeting. B U S I N E S S I T E M 1. COUNCIL SUBCOMMITTEE APPOINTMENTS (File #122) Mayor Dunin briefly reviewed his recommendations for Council liaisons and nominating subcommittees to the various boards and commissions. Council reviewed each recommendation reaching consensus on each. Councilwoman Rappa recommended adding the Cultural Heritage Committee to the list. Moved by Rappa /Settle (5 -0), to add the Cultural Heritage Committee to the list of Council liaison subcommittees. City Council Minutes Page 2 Monday, December 7, 1987 - 4:00 p.m. Moved by Reiss /Rappa (5 -0), to give approval to the remainder of the recommendations for Council liaisons on subcommittees as recommended by Mayor Dunin with an amendment to add language to the University /City Coordinating Committee indicating that it was also the liaison committee.. Upon general consensus, staff also directed to prepare an amendment to the Council Policies and Procedures Manual for February's Management Team /Council Workshop which would provide for an opportunity by Councilmember liaisons to give status updates of committee actions at subsequent regular Council meetings (5 -0). Draft Council Minutes - Page 3 Monday, December 7, 1987 - 4:00 p.m. A -1 ROCKET FUEL Council discussed a draft letter written to Carl Hysen, the Chairman of the County Board of Supervisors, concerning transportation of rocket fuel. After considerable discussion, it was moved by Settle /Rappa (5 -0). to direct staff to forward the draft letter to the County with the addition in the letter specifying that Highways 46 and 101 be omitted, particularly Cuesta Grade, and to include reference that the City have an opportunity to hold a hearing and be provided a notice as to why Highway 101 south of Santa Barbara was decertified. Further, that a draft cover letter from the Mayor be forwarded to Congressman Panetta's office and the Chief of the Highway Patrol. C O M M U N I C A T I O N S C -1 Councilwoman Rappa submitted a memorandum to the Council concerning: 1) the County Water Advisory Committee; 2) traffic circulation at Orcutt Road and the extension of Tank Farm Road and 3) a petition roncernin.a neighbors around Nativity Church with regard to the shelter program. After brief discussion, staff was directed to prepare agenda reports on ' the issues concerning 1) the future of Orcutt Road and the extension of Tank Farm Road and 2) the petition received from the neighbors around Nativity Church concerning the shelter program. 5:05 p.m. There being no further business to come before the City Council, Mayor Dunin adjourned the meeting.
