' PUBLIC COMMENT
Kathy Silva invited Council to attend the "Hello Dolly" theater production at Unity Church.
Andrew Carter, 1283 Woodside Drive, expressed concern regarding the lack of affordable
housing in San Luis Obispo.
Mary Beth Schroeder, 2085 Wilding Lane, urged Council to defer development and marketing
in San Luis Obispo. She voiced opposition to the expansion of the Manse on Marsh as well
as the high cost of rental housing.
Chris Rose, Environmental Scientist for the Water Shed Assessment Unit, Regional Central
Coast Water Quality Control Board, gave an overview of the Total Maximum Daily Load
(TMDL) Program for Pollutants in San Luis Obispo Creek and its tributaries.

Water Division Manager Henderson presented the staff report and responded to questions
from Council. There were no public comments.

Wastewater Division Manager Hix presented the staff report.
Public Comments:
Dave Romero, 2057 Skylark Lane, provided background information on the Tank Farm and the
Broad Street lift station systems.
Evelyn Talmage, 1408 Johnson, urged Council to make an exception to the City's Voluntary
Service Lateral Investigation & Rehabilitation Program to assist her in replacing the sewer
line on her property at the corner of Johnson and Pismo Streets. Staff agreed to include
Ms. Talmage on the mailing list for updates on the program.

Mayor Settle called a break at 9:05 p.m. The meeting reconvened at 9:17 p.m.
3. IMPACT FEE STUDY RELATED TO WATER AND WASTEWATER UTILITIES MASTER
PLANS.
Utilities Administrative Analyst Baasch presented the staff report. Consultant David
Taussig, David Taussig and Associates (DTA), reviewed the DTA study, which recommends
updating water and wastewater impact fees and described the methodology used to
calculate the proposed fee increases.
Council discussion followed.
ACTION: Moved by Ewan /Marx to direct staff to set a public hearing for adoption of
fees by resolution at the April 16, 2002 Council meeting; motion carried 5:0.
4. WATER DEVELOPMENT IMPACT FEES.
Finance Director Statler presented the staff report.
Public Comments:
Dave Romero, 2057 Skylark Lane, urged Council not to increase fees but rather to find ways to
reduce the cost of water.
Andrew Carter, 1283 Woodside Drive, supported increasing fees and suggested reducing the
per capita demand ratio and the reliability reserve.
John French, 3942 Hollyhock Way, supported the concept of new development paying its
fair share for the cost of water, water conservation and the development of new water
sources.
Mary Beth Schroeder, 2085 Wilding Lane, spoke against raising fees and urged Council to
pursue acquiring water from the Dalidio property.

Lengthy Council discussion ensued.
ACTION: Moved by Marx/Schwartz to direct staff to set a public hearing for
adoption of new fees at the April 16, 2002 Council meeting; motion carried 5:0.
None
Council directed staff to return in June 2002 with a study session on issues relating
to annual water supply, including a review of water supply projects, reservoir
storage, the per capita demand ratio and the reliability reserve.
COMMUNICATIONS
COUNCIL LIAISON REPORTS
Council Member Schwartz reported on the March 6, 2002 meeting of the San Luis Obispo
Council of Governments.
Council Member Mulholland gave an update of the March 6, 2002 Water Resources Advisory
Committee meeting.
Council Member Mulholland summarized the March 6, 2002 Human Relations Commission
meeting and announced that April 5, 2002 - April 13, 2002 will be Annual Hunger and Homeless
Week.
1 Council Member Mulholland and Council Member Schwartz reported on the March 6, 2002
joint meeting of the Architectural Review Commission, Tree Committee, and Parks and
Recreation Commission.
Council Member Mulholland recapped the March 12, 2002 meeting of the San Luis Obispo
Downtown Association Board of Directors.
There being no further business to come before the City Council, Mayor Settle adjourned the
meeting at 11:14 p.m. to Thursday, March 14, 2002 at 9:00 a.m. in the Council Hearing Room,
990 Palm Street, San Luis Obispo.
