PRESENTATION
Mayor Settle read a proclamation honoring former City Council Member Bill Roalman.
PUBLIC COMMENT
Gary Fowler, 777 Mill Street, complimented the Public Works Deptartment for street lighting
improvements and the Community Development Department for sponsoring a "Town Hall"
meeting regarding the Airport Area Specific Plan.
Sifu Kelvin Berrning Harrison reiterated claims of harassment and discrimination.
CREEK AND FLOOD PROTECTION FUND
Public Works Director McCluskey, Geographic Information Systems Specialist Yun,
Administrative Analyst Elliott, Director of Finance Statler and Natural Resources Manager
Havlik presented the staff report.
Council questions followed.
Public Comments:
Mary Beth Schroder, 2085 Wilding Lane, urged Council to curb run -awy growth patterns
Including large commercial enterprises that use excessive water. She encouraged the
Council to spend the revenue generated from the proposed fee wisely.

Dave Romero. 2057 Skylark, spoke in support of the recommendations and the
implementation of the Fund. He recommended that consideration be given to ways to assess
those outside of the City, including the Airport Area, that impact the storm water drainage
system.
Gary Fowler, 777 Mill Street, asked for clarification about rates for federal, state, and county
facilities. He noted disagreement with staff's recommendations regarding apportionment of
school district fees. Staff responded to questions and provided additional background
rationale on the educational category apportionment.

Council discussion followed.
Council Member Ewan expressed conern regarding the methodology used to calculate fees
for single - family and multiple - family residential properties. He urged Council to direct staff to
analyze an alternative methodology for calculating fees and return to Council with
recommendations.
Council Member Schwartz urged Council to establish a top priority for the construction of a
detention basin on San Luis Obispo Creek upstream from Cuesta Park and the widening of
San Luis Obispo Creek at Los Osos Valley Road. He voiced support for increasing rates by
25% and asked Council to implement public relations and awareness programs without delay.
Mayor Settle disagreed and argued for a more conservative approach that would focus on
getting public acceptance. He favored using educational incentives and a "phasing in"
approach. 1
Vice Mayor Marx recommended applying for grant funding and advocated gaining
commitment from schools to educate children about the program.
ACTION: Moved by Marx/Mulholland to: 1) Conceptually approve: a) An advanced
level of creek and flood protection services. b) A user fee structure to cover the
costs of an advanced service level for creek and flood protection. c) A strategy for
gradually phasing in creek and flood protection user fees while phasing out general
fund transfers to the Creek and Flood Protection Fund. 2) Staff directed to analyze
an alternative methodology for calculating fees for single - family and multiple - family
residential properties and to include in the public relations/educational component
further discussion with the school district to ensure cooperation in the area of
educating school children on the program; motion carried 5:0.
Mayor Settle called a break at 9:03 p.m. The meeting resumed at 9:15 p.m.
2. AIRPORT AREA SPECIFIC STORM DRAINAGE MASTER PLAN.
Public Work Director McCluskey, Deputy Director /City Engineer Walter, and Natural
Resources Manager Havlik presented the staff report.

Vice Mayor Marx expressed hope that storm water could be used to recharge groundwater
in the area and could be utilized as a future water source. She also requested information
on sub - basins from the Questa Study to go along with the information presented as part of
the Boyle Study. Staff agreed.
ACTION: Moved by Schwartz Marx to receive and file the report; motion carried 5:0.
COUNCIL LIAISON REPORTS
Council Member Mulholland gave an update of the March 21, 2002 meeting of the Citizens
Advisory Committee to the California Men's Colony.
Council Member Mulholland summarized the Cultural Heritage Committee's meeting of March
21, 2002.
Council Member Mulholland recapped the Bicycle Advisory Committee meeting of March 21,
2002.
Council Member Ewan demonstrated the new website for the Air Pollution Control District
(www.slocleanair.org .
COMMUNICATIONS
Vice Mayor Marx and Council Member Mulholland reported on their attendance at the
"Community Livability in 2002: Making the Connection Between Sustainability and Security"
conference presented by the Local Government Commission in Yosemite National Park from
March 22, 2002 through March 24, 2002.
There being no further business to come before the City Council, Mayor Settle adjourned the
meeting at 10:30 p.m. to Tuesday, Apirl 2, 2002 at 7:00 p.m. in the Council Chamber, 990 Palm
Street, San Luis Obispo.
