COUNCIL CHAMBER, 990 PALM STREET SAN LUIS OBISPO, CALIFORNIA ROLL CALL: Council Members Present: Council Members John Ewan, Christine Mulholland, Allen K. Settle, Vice Mayor Ken Schwartz and Mayor Dave Romero City Staff: Present: Ken Hampian, City Administrative Officer; Jonathan Lowell, City Attorney; Julie O'Connor, Deputy City Clerk; John Mandeville, Community Development Director; Wolfgang Knabe, Fire Chief; John Moss, Utilities Director; Gary Henderson, Water Division Manager PRESENTATION Fire Chief Knabe, Engineer Lipson and Information Systems Tech Paul Takagi introduced and demonstrated the new Automatic External Defibrillator (AED) Program. PUBLIC COMMENT Denis Philbin, San Luis Obispo, applauded the efforts of the fire department for their involvement in the AED Program. BUSINESS ITEM NACIMIENTO WATER SUPPLY PROJECT PARTICIPATION. Utilities Director Moss discussed the policy considerations and briefly reviewed the CAD recommendation. He also gave a brief recap of the February 10th Council meeting and noted that the hybrid methodology was supported by the Board of Supervisors at their February 24"' meeting. The following policies were reviewed for amendment: WME Policy 3.0 Water Demand Projections WME 5.0 Siltation WME 6.0 Supplemental Supply Requirements WME 7.0 Multi -Source Water Supply WME 8.0 Allocation of New Supplies City staff responded to Council questions and comments throughout the presentation. Public Comments Mary Beth Schroeder. San Luis Obispo, voiced opposition to the Nacimiento project City Council Meeting Page 2 Tuesday, March 9, 2004, 7:00 p.m. Brett Cross. San Luis Obispo resident, questioned whether or not the actions proposed are consistent with the Charter provision relating to the use of the water "reliability reserve." He also indicated that it was not clear who is paying for the project and what benefits the City will receive for its share of the costs. Bill Almas. Chair of the SLO Chamber of Commerce Water Task Force, presented Council with copies of a brochures entitled Our Wsion of San Luis Obispo's Economic Future (on file in the Office of the City Clerk) and referenced Point 7 (page 12 of the'document). He also spoke in support of the staff recommendation. Patricia Wilmore, San Luis Obispo Chamber of Commerce, in response to Council inquiry, clarified the Chamber's position of support. Andrew Carter, San Luis Obispo, spoke in continued support of the project. —end of public comments— Council comments followed. A majority of the Council expressed support for further participation in the project and provided feedback to staff. Council Member Mulholland voiced strong opposition to the project because it will cost too much and remove an obstacle to growth. ACTION: 1) Moved by Settle/Ewan to approve and authorize the Mayor to execute and forward a letter to the County of San Luis Obispo Board of Supervisors reflecting the City's non - binding commitment to participate in the Nacimiento Pipeline Project at 3,380 acre feet per year. 2) Direct staff to initiate focused amendments to the General Plan Water and Wastewater Management Element policies associated with demand projections, siltation, supplemental water requirements, multi- source supplies, and allocation of new supplies, to address policy related to service and reliability and support Council direction to participate in the Nacimiento Water Supply Project; motion carried 4:1, Mulholland. There being no further business to come before the City Council, Mayor Romero adjourned the meeting at 8:55 p.m. to Tuesday, March 16, 2004 at 7:00 p.m. in the Council Chamber, 990 Palm Street, San Luis Obispo.
