PUBLIC HEARING ITEMS Item 1. OVERVIEW OF THE GRANTS-IN-AID AND CDBG PROCESS (ZOCHER/COREY) Commissioners received staff presentation Item 2. TESTIMONY FROM THE PUBLIC REGARDING HEALTH AND HUMAN SERVICE NEEDS FOR RESIDENTS OF THE CITY OF SAN LUIS OBISPO (TROUT) Commissioners heard testimony from multiple speakers. Gail Stoneberg – Assistance League Operation School Bell Della Wagner – CAPSLO Maxine Lewis Homeless Shelter Shawn Ison – CAPSLO Prado Day Center Rupert Chowins – SLO Noor Foundation Shon Hand – SLO County Alamo Club Jerry Rioux – SLO County Housing Trust Fund Trish Murley – CASA Monica Grant – YMCA Rick London – United Way 211 SLO County Kelly Donohue – Creative Mediation Mary Ann Kennedy – Women’s Shelter Program Mary Parker BUSINESS ITEMS Item 3. REVIEW GIA AND CDBG FUNDING PRIORITIES (TROUT) ACTION: Moved by Matheny/Simon to keep CDBG funding priorities as is; motion carried 5:0. ACTION: Moved Simon/Matheny to keep GIA funding priorities as is; motion carried 4:1 (Clayton opposed) Item 4. REVIEW 2ND QUARTER 2013 COMMUNITY DEVELOPMENT BLOCK GRANTS (CDBG) REPORT (COREY) Commissioners received 2nd quarter 2013 CDBG report. Item 5. REVIEW 2012-2013 GRANTS IN AID YEAR END REPORTS (TROUT) Commissioner Simon reported on Assistance League of SLO County: Operation School Bell, SLO Child Development Center: Therapeutic Classroom Intervention, Literacy Council for SLO County: The Literacy Program, Transitions-Mental Health Association, SLO Hotline Commissioner Matheny reported on Women’s Shelter Program of SLO County: Homeless Prevention and Assistance, SLO Legal Alternatives Corporation: Senior Legal Services Project, United Way of SLO County: 211 SLO County, Casa Solana: God Beds Commissioner Trout reported on SLO County YMCA, Partnership for the Children of SLO County: La Clinica de Tolosa, One Cool Earth: Garden Matchmaking, Food Bank Coalition of SLO County: Senior Brown Bag, Senior Nutrition Program of SLO County: Serving Hot Lunches to Seniors, Wilshire Community Services: Senior Peer Counseling, SLO County AIDS Support Network: Homeless Prevention and Supportive Housing Program & Hepatitis C Project Commission Tilley reported on Alpha Pregnancy and Parenting Support: Emergency Baby Food and Formula, People’s Self Help Housing: Homelessness Prevention and Supportive Housing Services, CAPSLO: Case Management Homeless Prevention & Adult Wellness & Prevention Screening Commissioner Clayton reported on Gay and Lesbian Alliance: GALA Q Youth Project, Sexual Assault Recovery & Prevention Center of SLO County: Sexual Assault Services, Community Counseling Center: Affordable Therapy for Low Income and Uninsured Clients, Special Olympics of SLO County: Special Olympics Programs.
