Cities throughout the state are facing serious infrastructure challenges such as deteriorated streets and roads, and outdated sewer and water systems. SB 33 is a sensible and practical solution. While Infrastructure Financing District ("IFD") law has been on the books for years, its restrictive and confusing requirements have made the tool virtually useless. This bill implements changes to the IFD statutes to make them more useful to cities and allow cities to create funding opportunities for infrastructure projects thus allowing cities an opportunity to begin to address critical infrastructure issues. For these reasons, the City of San Luis Obispo supports SB 33.
