AB 562 would impose many costly and burdensome mandates on local governments to track and maintain comprehensive data on any expenditure or loss of revenue by the local agency for economic development purposes valued more than $100,000. This bill also imposes additional requirements for public hearings, biennial reports, and publication of information on websites. The local government decision -making process is already highly -transparent, with many opportunities for public input. Local elected officials are very accountable to their communities for their decisions. The effect of this measure would bog down local economic development activities in complex data keeping, reports and hearings. In short, by piling on many additional requirements, the result of this bill would further discourage additional local economic development efforts.
