HomeMy WebLinkAbout11-07-2018 HRC Minutes Minutes Human Relations Commission Wednesday, November 7, 2018 Regular Meeting of the Human Relations Commission CALL TO ORDER A Regular Meeting of the San Luis Obispo Human Relations Commission was called to order on Wednesday, November 7, 2018 at 5:00 p.m. in the Council Hearing Room, located at 990 Palm Street, San Luis Obispo, California, by Chair Welts. ROLL CALL Present: Commissioners Bill Crewe, Michael Hopkins, Emily Rosten, Vice-Chair Carol Sexton, and Chair Nancy Welts Absent: Commissioner Barrie DuBois Staff: Cara Vereschagin, Assistant Planner; Hannah Clark, Planning Intern PUBLIC COMMENT None CONSIDERATION OF MINUTES 1. ACTION: MOTION BY CHAIR WELTS, SECOND BY COMMISSIONER HOPKINS CARRIED 5-0-2 to approve the minutes of the Regular Meeting of the Human Relations Commission of October 3, 2018. BUSINESS ITEMS 2. Review of 2017-2018 Grants-in-Aid (GIA) Year End Reports The Commission discussed the year-end reports for their liaison organizations and briefly reported out on key accomplishments those organizations made using Grants-in-Aid funding. 3. 2019-2020 Grants-in-Aid (GIA) Draft Application Language Assistant Planner Vereschagin opened up discussion to review the draft Grants-in- Aid program application. Commissioners agreed that language should be added to reflect a previous receipt of an award does not guarantee continued funding, for applicants to be very specific in the application, and that grants should primarily be City of San Luis Obispo, Title, Subtitle Draft Minutes Human Relations Commission Meeting of November 7, 2018 Page 2 given to organizations/agencies serving residents in the City. Vereschagin made these various corrections to the draft application during the review. 4. Advisory Body Goal Setting As part of the 2019-21 Financial Plan, all City Advisory Bodies are tasked with providing goals for the next two years. The Commission opened up discussion and concluded on the following goals for the 2019-21 Financial Plan: a. Housing: Continue to implement the Housing Element, facilitate affordable, supportive, and transitional housing options; promote creative land use and density opportunities, and modify City fees and processes to increase housing production. b. Homeless Prevention: Continue to support a long-term, proactive, sustainable program that addresses homelessness and focuses on transitioning children, families, and individuals out of homelessness into permanent housing. c. Diversity, Equity, & Inclusivity: Identify and implement policies and procedures to encourage greater social and economic diversity in the City. COMMISSION & STAFF COMMUNICATIONS 5. Staff and Commissioner Updates Assistant Planner Vereschagin discussed the details behind the recruitment for the current HRC vacancy. ADJOURNMENT Chair Welts adjourned the meeting at 6:45 p.m. The next Regular meeting of the Human Relations Commission is scheduled for Wednesday, December 5, 2018 at 5:00 p.m., in the Council Hearing Room, 990 Palm Street, San Luis Obispo, California APPROVED BY THE HUMAN RELATIONS COMMISSION: 12/05/2018
