Notice of Support (as introduced 2/14/18)
Dear Assembly Member Cooley:
The City of San Luis Obispo supports AB 818 (Cooley), which would assist the fiscal viability of future
city incorporations that meet all other state requirements, using the same funding source approved in 2017
to assist four recently incorporated cities.
The urge for city formation has its roots in American democracy and the desire for the benefits of self -
government. We believe that unincorporated communities should have the same opportunity our city had
to incorporate and empower their community.
In the last eight years, no new city has incorporated due to communities having their primary financial
incentive to incorporate cut off. Restoring resources to support incorporation efforts will offer residents
throughout the state a chance to experience enhanced democratic engagement and community
empowerment that comes with incorporation.
For these reasons, the City of San Luis Obispo supports AB 818.
