HomeMy WebLinkAboutHR 763_2019 25 April 2019 The Honorable Salud Carbajal United States Congressman 1431 Longworth HOB Washington, D.C. 20515 RE: H.R.763 - Energy Innovation and Carbon Dividend Act of 2019 Notice of Support Dear Congressman Salud Carbajal, The City of San Luis Obispo Supports HR 763, which would impose a fee on the carbon content of fuels, including crude oil, natural gas, coal, or any other product derived from those fuels that will be used to emit greenhouse gases into the atmosphere. The fee is imposed on the producers or importers of the fuels and is equal to the greenhouse gas content of the fuel multiplied by the carbon fee rate. The rate begins at $15 in 2019, increases by $10 each year, and is subject to further adjustments based on the progress in meeting specified emissions reduction targets. The bill also imposes a specified fee on fluorinated greenhouse gases. The climate crisis is one of the most important issues of our time, and unchecked, will result in significant impacts to our economy, natural resources, and quality of life. To address this issue, the City is planning for carbon neutrality by 2035. While the City will continue to lead in partnership with other cities and states, Federal legislation is critical for achieving meaningful greenhouse gas emissions reductions. The City of San Luis Obispo is committed to supporting legislation that advocates for clean technology and has prioritized the promotion of regulatory reform for the transition to clean technologies, microgrids, low and zero carbon energy generation, and decarbonized buildings. The City believes that HR 763 would be a step in the right direction for combating climate change. For the reasons stated above, the City of San Luis Obispo Supports HR 763.
