RE: S. 923 “Fighting Homelessness Through Services and Housing Act of 2019”
Notice of Support.
Dear Jim Lazarus,
The City of San Luis Obispo is pleased to support your bill S. 923, Fighting Homeless Through
Services and Housing Act of 2019. This bill authorizes a grant program, through the Health and
Resources and Services Administration, in order to fight homelessness. This bill focuses on
implementing comprehensive services and intensive case management for homeless individuals
and families. S. 923 works in accordance with The City of San Luis Obispo’s 2019 Legislative
Action Platform, which expresses The City’s goal to advocate full funding for services for
individuals who are unhoused.
This bill would authorize $750 million per year, for each fiscal year from 2020 through 2025. Up
to $5 million would be available for planning grants, and the rest for housing and services.
According to the U.S. Department of Housing and Urban Development, nearly 25% of the nation’s
homelessness population resides here in California. In addition, more than 129,000 homeless
people in California are sleeping on the streets, on any given night. This bill can support The City’s
ability to address the homelessness population here in San Luis Obispo, by providing a grant to
develop housing and services.
For the reasons stated above, and the City of San Luis Obispo’s goal to adopt a resolution to help
fight homelessness, The City supports S.923.
