HomeMy WebLinkAbout04-03-2019 HRC Minutes  Minutes HUMAN RELATIONS COMMISSION Wednesday, April 3, 2019 Regular Meeting of the Human Relations Commission CALL TO ORDER A Regular Meeting of the San Luis Obispo Human Relations Commission was called to order on Wednesday, April 3, 2019 at 5:00 p.m. in the Council Hearing Room, located at 990 Palm Street, San Luis Obispo, California, by Chair Welts. OATH OF OFFICE City Clerk administered the Oath of Office to Renoda Campbell and Jeannette Richardson. ROLL CALL Present: Commissioners Renoda Campbell, Michal Hopkins, Jeannette Richardson, Emily Rosten, and Chair Nancy Welts Absent: Commissioners Barrie DuBois and Bill Crewe Staff: Cara Vereschagin, Assistant Planner ELECTION OF CHAIR AND VICE-CHAIR ACTION: MOTION BY COMMISSIONER ROSTEN, SECOND BY COMMISSIONER CAMPBELL, 5-0-2 to approve the election of Michael Hopkins as Vice-Chair and Nancy Welts as Chair. PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA None. --End of Public Comment-- *Chair Welts rearranged the Agenda and the meeting proceeded as follows* STAFF & COMMISSION COMMUNICATIONS Assistant Planner Vereschagin communicated the request for HRC members to complete the Volunteer Waiver Forms. Human Relations Commission Meeting of April 3, 2019 Page 2  Vice-Chair Hopkins discussed the Homeless Emergency Aid Program (HEAP) grant funding recommendation for funding the proposed detox center at 40 Prado Homeless Services Center. Chair Welts discussed the diversity integration in the City’s Major City Goal workplans. APPROVAL OF MINUTES Consideration of Minutes of the Regular Human Relations Commission Meeting of March 6, 2019. ACTION: MOTION BY CHAIR WELTS, SECOND BY COMMISSIONER ROSTEN, 5-0-2 to approve the minutes of the Regular Meeting of the Human Relations Commission of March 6, 2019 (Note: Commissioners Campbell, Hopkins, and Richardson abstained which are counted as ayes). BUSINESS ITEMS Preliminary 2019-2020 Grants-in-Aid (GIA) Subcommittee Funding Recommendations Vice-Chair Hopkins recused himself from this item and the entirety of the 2019-20 GIA process, due to a conflict of interest. He then left the meeting room. Commissioner Rosten presented the preliminary funding recommendations on behalf of the subcommittee, for the 2019-20 Grants-in-Aid program. Public Comments: None. --End of Public Comment-- No formal action was taken. The HRC will hold a public hearing later in the summer of 2019, to consider the GIA funding allocations to be recommended to City Council for approval. ADJOURNMENT Chair Welts adjourned the meeting at 6:14 p.m. The next Regular meeting of the Human Relations Commission is scheduled for Wednesday, May 1, 2019 at 5:00 p.m., in the Council Hearing Room, 990 Palm Street, San Luis Obispo, California APPROVED BY THE HUMAN RELATIONS COMMISSION: 06/05/2019
