HomeMy WebLinkAbout06-05-2019 HRC Minutes Minutes HUMAN RELATIONS COMMISSION Wednesday, June 5, 2019 Regular Meeting of the Human Relations Commission CALL TO ORDER A Regular Meeting of the San Luis Obispo Human Relations Commission (HRC) was called to order on Wednesday, June 5, 2019 at 5:03 p.m. in the Council Chamber, located at 990 Palm Street, San Luis Obispo, California, by Chair Welts. OATH OF OFFICE Deputy City Clerk Kevin Christian administered the Oath of Office to William “Bill” Crewe. ROLL CALL Present: Commissioners Renoda Campbell, Bill Crewe, Jeannette Richardson, Emily Rosten and Chair Nancy Welts Absent: Vice Chair Hopkins and Commissioner-appointee Lincoln Staff: Cara Vereschagin, Assistant Planner PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA None. --End of Public Comment-- APPROVAL OF MINUTES Consideration of Minutes of the Regular Human Relations Commission Meeting of April 3, 2019. ACTION: MOTION BY CHAIR WELTS, SECOND BY COMMISSIONER ROSTEN, 5-0-2 (Vice Chair Hopkins and Commissioner Lincoln absent) to approve the minutes of the Regular Meeting of the Human Relations Commission of April 3, 2019. City of San Luis Obispo, Title, Subtitle Human Relations Commission Meeting of June 5, 2019 Page 2 STAFF & COMMISSION COMMUNICATIONS Staff Update: Assistant Planner Vereschagin reported that the City Council approved the 2019-21 City Budget on June 4, 2019 and described highlights of the budget, noting that funding for an additional six affordable housing units for Transitions-Mental Health Association were included. Commission: Chair Welts reported that R.A.C.E. Matters is holding two one-day workshops entitled, “Preparing to Put in the Work” on June 22 and June 29, 2019. PUBLIC HEARING ITEMS Consideration of the Subcommittee’s 2019-2020 Grants-in-Aid (GIA) Funding Recommendation Assistant Planner Vereschagin reported that there are an additional $10,000 in funding available beyond the subcommittee recommendations for the 2019-20 Grants-in-Aid program. Chair Welts noted that written communications were received from: - Kirsten Rambo – STANDstrong - Bernadette Bernardi – Literacy for Life Chair Welts listed the Commission’s funding priorities for the Grants in Aid program that were developed at the October 3, 2018 HRC meeting as: Homeless Prevention, Hunger and Malnutrition Support, Services for Seniors and/or Disabilities in-need, and Supportive and Developmental Services for Youth in-need. Further Chair Welts reviewed the goals set by the HRC for the 2019- 2021 Financial Plan as: Housing, Homeless Prevention, Diversity – Equity - and Inclusivity Public Comments: - Andrea Keisler, Food Bank – Thanked the commission for their funding recommendation and listed how the funding would be used. - Linda Wingert, United Way 211 – Thanked the commission and outlined the 211 service, noting that last year they answered over 10,000 calls, and had over 18,000 resource views. - Stephanie Teaford, Smart Share Housing Solutions – Reviewed the number and type of clients that the funding will serve and how the funds are specifically used. - Bernadette Bernardi, Literacy for Life – Thanked the commission and reviewed who their clients are and how their program is applied along with how this benefits individuals and the community. - Michelle Holm, Child Development Resource Center – Reviewed the Center’s history and stressed the mental health therapeutic component of the services that they offer. - Joe Whitaker, Diversity Coalition, San Luis Obispo County – Reviewed the origin of the coalition, their growth goals, and listed examples of how they do outreach and education. - Jane Pomeroy, RISE – Reviewed services provided by the organization. Thanked the Commission for the increase in funding this year as they continue to have more clients come to them for their services. City of San Luis Obispo, Title, Subtitle Human Relations Commission Meeting of June 5, 2019 Page 3 - Kirsten Rambo, Stand Strong (Formerly the Women’s Shelter of San Luis Obispo County) - Noted that while they have received GIA funding in the past, they missed the application deadline this year. Reviewed services that they offer and requested the Commission consider extending funding to their program. - Juliane McAdam, Meals that Connect (formerly; Senior Nutrition of San Luis Obispo County) – Thanked the commission for funding support and briefly reviewed the number of clients and locations served. --End of Public Comment-- Assistant Planner Vereschagin noted that City Council will hear the HRC GIA recommendations at their August 20, 2019 meeting. Commissioners Crewe and Rosten reported for the sub-committee, noting that measurable impact to community was paramount in deciding who and how much funding was recommended, and that organizations that missed questions or otherwise didn’t complete the application were eliminated from grant consideration. RECESS The Commission recessed at 5:44 p.m. and reconvened at 5:47 p.m. with all members present. During the recess, commissioners were able to review correspondence received at the beginning of the meeting. The committee discussed their options for allocation of the additional $10,000. ACTION: MOTION BY COMMISSIONER CREWE, SECOND BY COMMISSIONER ROSTEN, 5-0-2 (Vice Chair Hopkins and Commissioner Lincoln absent) to forward the subcommittee’s funding recommendations for the 2019-20 Grants-in-Aid program to City Council for consideration. ACTION: MOTION BY CHAIR WELTS, SECOND BY COMMISSIONER ROSTEN, 5-0-2 (Vice Chair Hopkins and Commissioner Lincoln absent), to preserve the $10,000 surplus for City Council allocation. ADJOURNMENT Chair Welts adjourned the meeting at 5:58 p.m. The next Regular meeting of the Human Relations Commission is scheduled for Wednesday, August 7, 2019 at 5:00 p.m., in the Council Hearing Room, 990 Palm Street, San Luis Obispo, California.
