I didn't ask for advance viewing of what you're sending to the council. I asked for draft CAP materials in
their "current state."
What was the basis for the previous public CAP presentations? I would consider those bases to be "draft"
materials, and they apparently already exist. They are also public documents, to which the public is
entitled access. Must one do a formal public records request to gain access to such things? It would
certainly be better for the city to be more forthcoming than that.
I'm copying Derek Johnson on this since he needs to be aware how his staff is "Trumping" the public with
document denials when legitimate public information is requested, thus mocking the city's "open city hall"
meme. Derek, please read the thread from bottom up. Not included here is Mr. Hill's contribution, but I
summarized it in my second note to Mr. Read.

Chris, are you back and able to deal with this?
In your absence, Mr. Hill attempted to "deflect" by alleging there is no draft, which is a daft claim since
there have been public presentations in which draft-type materials have been presented. How else would
the public be aware you're talking, for example, about "carbon farming," something that's unmentioned in
the current CAP? My request is a simple one: I would like to understand the CAP content and policy
trajectory staff is working to date, and would like you to provide those "draft" materials, whatever you and
Mr. Hill prefer to call them.
