Let me � explain why. First the architectural plan calls for recessed windows with balconies on each window. This would create a soundboard to ampl.ify all sounds coming from the 56 apartments. In other words the sound would be blasted trl�rough=€��large portiox�-af��ur�r�ighborhood. This is like a � recent case up on Monterey Street where Andrew Firestone and Jess Parker wanted to build La Qui.nta Hotel. Andrew had to work with the residents on San Luis Drive like Phyllis Madonna. It took time. But they j worked out a lot of compromises and the design turned out much different than the original drawuig architects planned. When the Hotel was finished � he said it is hard to do business in San Luis Obispo,but they ended with the residents and developers happy. Andrew Firestone and his flne parents are dear friends of mine. We had a problem at times with the Jack House a few years ago. Late one ni�ht my house was vibrating from the loud party music from there. I phoned the police and said I hated to spoil someone's party,but no one in this area could sleep. The Manse on Marsh, now called Avila Assisted Living, also phoned the police because the older people there need the quiet. Then the police got a third phone call from the low income senior apartment house complex on corner of Beach and Pacif"ic Streets. Other J� complaints came in a1so. ; � Will there be an apartment for building mana,gement to be sure there is law � and order. How do the managers screen prospective renters? Remember � ` 56 apartments all have windows that look right into my entire house and I' yard; There are:a good number of single women livi.ng in this neighborhood and we don't want reg7stered sex offenders or men and women on probation living in this building. Will these renters work or sit and keep looki.ng out their windows a11 day. We have lost a11 our privacy. , � We now have two apartment bui.ldixigs next to me. The owners check backgrounds and if serious trouble arises, that tenant is immediately put out. ThosE two apartment buildings are totally quiet. + In the 1960's we had a two story home which was taken over by Ca1 Poly � across the street on Higliera Street. Every night many young men would gather a number of kegs of beer and there would be barbeques. They would stomp all night up and down the staircase as a serpentine movement. That b.uilding has been torn down. � , . � � i 1 In 1950's we had a lovely single stor�home over on Marsh Street. Those Cal Poly men each night brought kegs of beer and had barbeques. They had f loud talking and stayed up all night. Finally a real estate developer took � r care of all the costly damage done by these young men and had his office � there. Then for years it has been a very good restaurant where people can 1 buy great Italian food. � � Ma.�y Reople who live in this area hate this development planned for 545 ;, Hi�era Street. These same people do not like to v►mite—so I represent if` many people. I � � ii � r This entire development needs to be built in another part of town where i� � wi]1 be on a large piece of land where no one lives right too close as I do. The 4th floor is set back so people can gather in groups ; outside on the roof. It seems that non-tenants could join the parties or social groups. If so and there wa� a restaurant on ground floor,you are askin,g for trouble. There needs to be a security gl.iard at all times. Some undesirable person might decide to do a little target practice and a,im to hit the lady next door or through my windows at some of my possessions. '�nk an odd assumption? Think again. Farmers Market is planning to put up barriers so people won't become mentally ill and drive madly through the people out and about on Farmers Market. People would be in��ared or kilted. Let's go to the ground floor. There should not be a bar in that this block is filled with alcoholic beverages to buy. It would be nice to have a reta,il store or two which would be attractive to families young and old. '�� We ha�re a hard core group of transients and homeless who have mental health problems. They will unmediately take over the benches and use the gardens and recessed doorways to urinate and have bowel movements. � They don't care if people or children are right there. They live in a clifferent world. This development would need a 24 hour Security g�.iard. This is what we live with on the 500 block of Higltera Street.
