MISSION: The purpose of the Active Transportation Committee (ATC) is to provide oversight
and policy direction on matters related to bicycle and pedestrian transportation in San Luis Obispo
and its relationship to bicycling and walking outside the City.

As part of the City’s Pavement Management Program, the Public Works Department completes
annual pavement repair and maintenance projects, alternating between neighborhood local streets
and arterial roadways each summer. These pavement projects provide an opportunity to
implement other planned safety improvements and complete street enhancements, as roadway
striping and signage can be modified in a more cost-efficient manner as part of larger paving
contracts. In 2020, local streets in Pavement Areas 4 and 5 are scheduled to be resealed. The
following improvements related to Active Transportation have been identified for
implementation as part of next summer’s resealing:
Pismo Street Complete Street Improvements: Pismo Street from Johnson Avenue to Higuera
Street is a one-way residential collector street consisting of one vehicle lane, a bike lane, and
parking on both sides, except for the segment between Santa Rosa and Broad—which consists of
two westbound vehicle lanes and parking on both sides. Staff is proposing to restripe Pismo
Street between Santa Rosa and Broad to include one vehicle travel lane, street parking on both
sides, and a buffered bike lane. This proposed configuration reduces exposure for pedestrians at
intersection crossings and removes an existing gap in the crosstown bike lane network, providing
a continuous westbound bike lane from Johnson Avenue (near San Luis Obispo High School) to
Higuera Street.
Neighborhood Greenways: There are three Neighborhood Greenways proposed within
Pavement Area 4: the existing Morro Street Neighborhood Greenway and planned Nipomo and
Islay Neighborhood Greenways. Proposed greenway treatments include striped bulbouts,
pavement markings, guide signage, speed humps to retain vehicle speeds conducive to a low-
stress bicycle/pedestrian environment, and crossing enhancements at the South/King,
Nipomo/High, and Broad/Islay intersections.
Anticipated Costs: Preliminary engineering estimates indicate that the total costs related to all
pavement improvements are $2.1 million. Preliminary engineering estimates from the bicycle
facilities account is $245,000, which would use the balance of the account until a new allocation
is made in the next fiscal year.

Recommendation: Review the paving plan including the proposed active transportation
improvements and consider a funding recommendation from the Bicycle Facilities Account.

Resealing 2020
Annual Pavement Management Plan
Each year, typically during the summer, Public Works completes
street maintenance with the aid of a private contractor. Multiple di-
visions work closely together to determine a cost effective project
that benefits all users of the roadways.
Local roadways in Pavement Areas 4 and 5 are
scheduled for summer 2020!

Pismo Street
Complete Street Improvements
Pismo Street from Johnson Avenue to Higuera Street is a one-way residential
collector street consisting of one vehicle lane, a bike lane, and parking on both sides,
except for the segment between Santa Rosa and Broad—which consists of two
westbound vehicle lanes and parking on both sides. Multilane streets often induce
higher travel speeds and exhibit higher collision rates than comparable streets with a
single lane in each direction. Pismo Street exemplifies this trend quite clearly; despite
a lower posted speed limit, the two-lane segment of Pismo Street experiences twice
the collision rate of the nearby one-lane segments.

• Vehicle speed reduction along corridor
• Increased pedestrian safety and comfort along corridor
• Ability to install bike lane on blocks that didn’t have one, and
add a buffer between vehicle lane and bike lane, increasing
safety of roadway users
As part of the Resealing 2020 project, staff is proposing to

Neighborhood
Greenways
Neighborhood Greenways, also commonly referred to as “Bicycle Boulevard”, are
low-speed/low-volume neighborhood streets that have been prioritized for walking
and bicycling. Neighborhood Greenways often include traffic calming, guide signage,
pavement markings, public art and other streetscape enhancements to clearly con-
vey these routes as priority streets for active transportation.

High Street
Neighborhood Traffic Management
Interim Improvements
The High Street Neighborhood Traffic Management (NTM) Project was initiated in late
2016 with the purpose of addressing speeding along High Street between Higuera and
Broad. Unfortunately, implementation of the project was put on hold in 2017 due to lack
of funding. While the NTM Program remains unfunded, staff has been exploring other
opportunities to make incremental improvements to High Street within existing funding
limitations to provide more immediate benefit to residents.

What’s Next?
The planned interim traffic calming measures up for consideration are lower-cost treatments that can
potentially be incorporated into the Resealing 2020 Project—assuming construction bids come in at or
under the estimated project budget.
Neighborhood Traffic Management Plans typically are developed after
extensive neighborhood outreach and a vote of support. Because the High
Street NTM efforts had only barely begun prior to the program being
temporarily on hold, City staff will be conducting an informal ballot among
High Street residents to gauge general neighborhood support for these
interim improvements. Be on the lookout for that ballot!

Chorro Street
Neighborhood Traffic Management
Interim Improvements
Temporary traffic circles at select intersections
along Chorro between Buchon and Broad
Street that were installed as part of a
Neighborhood Traffic Calming program. After
installation of the traffic circles speeds
reduced by approximately 20% to 30%. A
neighborhood household survey indicated that
56% of the neighborhood supported a
permanent installation, however 66% support
is required under current program policy.

Opportunities as part of Resealing 2020
What’s Next?
The Resealing 2020 project is an opportunity to make some minor updates to improve the corridor,
while still maintaining the temporary nature of the traffic circles until final determination is made
regarding permanent installation. These improvements can potentially be incorporated into the
Resealing 2020 project assuming construction bids come in at or under the estimated project budget.
NOTE: This is NOT a permanent installation of traffic circles; these features are meant to further
improve the safety and speed along the corridor in an interim nature.
After addition of these interim improvements, Transportation Staff will
continue to monitor traffic conditions along Chorro Street to evaluate
effectiveness of these measures. When the NTM Program is funded again
in the future, staff will collaborate again with the neighborhood to
determine next steps for permanent installation.
Approach islands to be filled with pavers:
Temporary rubberized black curb at the intersection approaches
currently serve to deflect traffic and slow vehicle speeds as they
navigate the circle. Unfortunately, this area currently collects
debris, the rubber curbing has been damaged, and is not very
aesthetically pleasing. The rubber curbing will be repaired, and
pavers will be installed within the islands to match the existing
pavers within the central island and improve the overall
aesthetics of the temporary installation.
Installation of two speed humps:
The segment of Chorro between Islay and Church, which does
not have traffic circles, continues to have vehicles driving at high
speeds. This is the only segment on this stretch of Chorro
without any form of control or traffic calming. In an effort to
reduce these speeds in the interim, the City is planning the
installation of two speed humps on Chorro, one between Islay
and Leff and one between Leff and Church as part of the paving
project.
