JOB DESCRIPTION:
JOB SUMMARY: Performs a variety of project management assignments for moderate-to-large policy and
communications-related City efforts with high visibility and community involvement.
Incumbents in this position are provided a broad range of assignments and generally
include the most difficult or complex work efforts which offer opportunities for initiative and
independent judgment. The position assists the Departments with planning, development,
management and implementation of program initiatives and specific special projects. CLASS CHARACTERISTICS: This single-position class develops and implements a wide variety of programs for the
benefit of the existing and future residents of the City. The primary purpose of this position
is to research, propose, and upon approval, launch initiatives or policies, transferring
ongoing monitoring, maintenance, or updating to another staff member, department, or
entity. Incumbents are accountable for formulating policy for approval, developing goals
and objectives, and are assigned a high degree of administrative discretion in their
execution. Responsibilities include representing the City in a variety of public forums,
developing constructive community relationships with a variety of diverse interest groups,
and building consensus regarding policy initiatives.
SUPERVISION:
SUPERVISION RECEIVED AND EXERCISED: The project manager receives general direction from a Department Head or Deputy Director
within a framework of broad policies and established organizational values and processes.
While no direct supervision is assigned to this position, indirect supervision and mentoring
of interns, professional, and office support staff may be involved in day-to-day activities.
EXAMPLES OF DUTIES:

Plans, organizes, develops and manages through project launch complex and varied
program specific special projects, often with City-wide impact.
Coordinates the activities of personnel involved in the development and
implementation of special projects.
Assists in the definition of project scope and objectives.
Develops the operating budget for program specific special projects.
Performs departmental and citywide program specific organizational, operational,
financial, and policy analysis; prepares narrative and statistical reports to support
recommendations; implements policy and procedural changes after approval.
Conducts complex studies and prepares a variety of reports, correspondence, policies,
procedures, ordinances, grant applications, agreements and other written materials.
Meets with community groups, neighborhood, civic and business organizations, and
members of the public.
Represents the department or City on committees and task forces as assigned.

Represents the department or City at public hearings and makes public presentations;
may represent the department or City in contacts with the media.
Analyzes state law and regulations to ensure program compliance.
Prepares and negotiates contracts and amendments.
Performs related duties similar to the above in scope and function as required.
KNOWLEDGE AND ABILITIES: Knowledge of:
Relationships between local, state and federal governments, public interest groups
and private enterprise as they affect and interact with the City.
Principles of planning, project management, public administration, organization, and
management.
Methods of performing complex administrative, organizational and procedural
analyses.
Basic municipal budgetary principles and practices.
Detailed organizational and functional structure of City government
Principles of long-range financial planning and financing methods and practices of
local governments.
Local, state and federal laws, regulations and procedures affecting functions of the
City.
General understanding of the framework of land use policies and related fiscal
implications.
Standard office practices and procedures, including the use of standard office
equipment and computer applications related to the work.
Techniques for effectively representing the City in contacts with governmental
agencies, community groups and various business, professional, regulatory and
legislative organizations.
Techniques for making effective public presentations.
Techniques for providing a high level of customer service to public and City staff, in
person and over the telephone.
Ability to:
Identify and respond to community and City Council issues, concerns and needs.
Independently research, analyze and make effective recommendations on
administrative, management, budgetary and fiscal practices, procedures and
problems.
Research, compile and analyze statistical and other complex data.
Write complex reports in a logical, comprehensive, concise manner.
Prioritize workload efficiently and manage multiple projects, without direct instruction,
to meet deadlines under changing conditions.
Use tact, initiative, prudence and independent judgment within general policy and
legal guidelines.
Effectively communicate in both oral and written forms.
Prepare and present both concise and comprehensive oral and written reports.
Acquire subject matter expertise in program specific special projects.
Initiate and develop efficient, cost-effective policies.
Collaborate with a variety of diverse interest groups in reaching a consensus for the
betterment of the community; establish and maintain effective working relations with
those contacted in the course of work.
Develop and refine the scope of the program in response to evolving organizational
and community context.
Work in a team atmosphere and participating on a variety of departmental and City-
wide committees to enhance the provision of all City services. Work in a standard
office setting, to use standard office equipment, including a computer, and to move
between various office and City locations; lift and carry office materials weighing up
to ten pounds; read printed materials and a computer screen; and hear and speak to
communicate in person, over the telephone, and before groups.
Work occasional evening or off-shift hours.
TYPICAL QUALIFICATIONS:
EDUCATION AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's degree in public or
business administration, or related field; and Five years of progressively responsible professional experience in public administration or
management involving high profile public contact assignments and developing and
managing complex projects requiring the use of effective analytical and organizational
skills. or

Any equivalent combination of education or experience. POSSESSION AND MAINTENANCE OF:
A valid California class C driver's license and a satisfactory driving record.
Professional Project Manager certification is desirable.
