ACCEPTANCE OF AGENDA: Commissioners or staff may modify the order of items. CONSIDERATION OF MINUTES 1. Minutes of the Planning Commission meeting of November 13, 2019. PUBLIC COMMENT: At this time, people may address the Commission about items not on the agenda. Persons wishing to speak should come forward and state their name and address. Comments are limited to three minutes per person. Items raised at this time are generally referred to staff and, if action by the Commission is necessary, may be scheduled for a future meeting. PUBLIC HEARINGS NOTE: Any court challenge to the action taken on public hearing items on this agenda may be limited to considering only those issues raised at the public hearing or in written correspondence delivered to the City of San Luis Obispo at, or prior to, the public hearing. If you wish to speak, please give your name and address for the record. Please limit your comments to three minutes; consultant and project presentations limited to six minutes. Review of the Froom Ranch Specific Plan Draft Environmental Impact Report (EIR) during the 45-day public review period (State Clearinghouse No. 2017071033); Project Address: 12165 and 12393 Los Osos Valley Road; Case #: SPEC-0143-2017 / GENP 0737-2019 / EID 0738-2019; Land Use Element SP-3 Madonna on LOVR; proposed pre-zoning for Specific Plan includes Medium-High Density Residential, High Density Residential, Commercial Retail, Conservation/Open Space, and Public Facilities; JM Development Group, Inc., applicant. (Emily Creel, Contract Planner – 90 Minutes) Recommendation: Receive a presentation regarding an overview of the Draft EIR for the Froom Ranch Specific Plan project and provide comments to staff on any additional analysis needed to adequately evaluate the potential for significant environmental impacts in the EIR for the proposed project. 3. Development review of a three-story affordable housing project consisting of 68 residential units, including a density bonus of 40 percent and an affordable housing incentive to allow for a maximum height of 45 feet where 35 is normally required, and a determination that the project is consistent with the certified Final EIR for Orcutt Area Specific Plan and exempt from environmental review (CEQA); Project Address: 3750 Bullock; Case #: ARCH-0148- 2019; Zone: C-C-MU, R-3-SP, PF-SP; Righetti Ranch LP, owner; Peoples’ Self-Help Housing Corp, applicant. (Kyle Bell – 45 Minutes) Recommendation: Adopt a draft Resolution that allows the approval of the project, subject to findings and conditions of approval. 4. Review of a tentative parcel map to create four parcels, with a requested exception to the minimum lot size and width requirements for a corner parcel (SLO 18-0154), including a Mitigated Negative Declaration of environmental review (CEQA); Project Address: 309 Sandercock; Case #: EID-0137-2019 & SBDV-0136-2019; Zone: R-2; John Diodati, owner/applicant. (Kyle Bell – 45 Minutes) Recommendation: Adopt a draft Resolution which grants final approval to the project, based on findings, and subject to conditions. COMMENT AND DISCUSSION 5. Staff Updates & Agenda Forecast ADJOURNMENT The next Regular Planning Commission meeting is scheduled for Wednesday , January 8, 2020, at 6:00 p.m., in the Council Chamber, 990 Palm Street, San Luis Obispo, California. Planning Commission Agenda for December 11, 2019 Page 3 APPEALS APPEALS: Any decision of the Planning Commission is final unless appealed to City Council within 10 days of the action (Recommendations to City Council cannot be appealed since they are not a final action). Any person aggrieved by a decision of the Commission may file an appeal with the City Clerk. Appeal forms are available at the Community Development Department office, City Clerk’s office, or on the City’s website (www.slocity.org).
