• New organizational structure as part of the Org of the Future. Community Services
encompasses 4 departments to foster collaboration and partnership.
• Former Parks and Rec Director, Shelly Stanwyck, promoted to Assistant City Manager
• Sharing of resources now that part of Community Services division
• New Communications Coordinator position created to support all 4 Community Services
departments with marketing, design, outreach and more
• Refinement of purchasing process, funding approved and identified prior to good or service is
requested “Asking before Doing”, proactive approvals
• Implementation of tiers for supplemental employees for retention (more steps, smaller ranges,
enables supervisors to give staff raises sooner)
• Increases salary ranges for positions impacted by min wage compaction
• Maintained Department Operating Savings, consistent with FHRP
• 9% in operating savings from (FY 18-19 numbers); maintained fiscal responsibility by staying
within budget parameters

Parks and Recreation continues to demonstrate a culture of valuing human capital and expecting the best
from all team members.
In 2019, 14 Parks and Recreation staff participated in trainings provided by the Centre for Organizational
Effectiveness (S.T.A.R.T., Supervisors Academy, Leadership Academy and Disc Assessments)

Parks and Recreation provides high quality programs that are responsive to industry trends and
changing community needs. New programming in 2019 encouraged participation, built community
amongst all users, and strengthened the Department’s operational commitment to programs across
all age groups.

Waddell Picnic Area, Johnson Ranch Parking Lot, various fencing, Bench at South Hills
City Council approved, 2 year pilot program to allow winter evening access, with permits, on the City owned trails
on Cerro San Luis November through March up until 8:30pm. Our first year was successful with no real issues.

Every Wednesday morning Volunteers meet Rangers out at a designated location. Information can

programs at the SLO Swim Center
The Seahawks host 5 to 7 meets per year at the SLO Swim Center with each meet having an
average of 200 athletes competing.

GOAL #6 MAXIMIZE COMMUNITY RESOURCES & COLLABORATIONS
Parks and Recreation partners with SLO Downtown to
provide the community with special events.
Parks and Recreation has continued to make a huge effort to get community imput to
determine our 20 year plan for the department.
We have used workshop meetings, email, social media and post cards to get participation
from local community members.
We are over one year into the project and feel confident with our transparency.
Parks and Recreation Managers attended the Centre for Organizational Effectiveness
Regional Leadership Academy becoming Certified Public Managers.
A project that resulted from the training was the development of the CCKE – Central Coast
Knowledge Exchange Program, where Public Agencies share best practices with
neighboring agencies.
Rec Manager attends monthly Downtown SLO Cultural Arts
Committee Meetings. Bettina Swigger, Executive Director,
works alongside Public Art Manager.
Purchased additional domain names to better advertise
our various website pages and easily promote on print
and digiatal media for Parks and Rec offerings
