I am writing to address the intent of the January 27, 2020 CHC Agenda item No. 4.
This item states a " Review of a request to remove the accessory office building at 660 Pismo
Street (behind St. Stephens Episcopal Church) from the Contributing Properties List of Historic
Resources in the City’s Inventory of Historic Resources (categorically exempt from
environmental review); Project Address: 660 Pismo; Case #: HIST-0845-2019; Zone: R-2-H; St.
Stephens Episcopal Church, owner/applicant.(Walter Oetzell). Recommendation: This item is
withdrawn from consideration of the Committee because the building addressed at 660 Pismo
Street was designated in 1983 as “Non-Contributing,” has not been designated as a
Contributing List Resource since that time, and was erroneously included in subsequent
published lists of the City’s Historic Resources as a Contributing List Resource. "
In 1983 it was considered a Non-Contributing Property. The structure is now over fifty years old. Thirty
seven years have passed since it was last evaluated and no current review of this property has been
completed. If no Cultural Resource survey has been completed of the property within 10 years of the
initiation of the permitting process an architectural evaluation needs to be required.
