I am a resident of SLO living in one of the “utility constrained” areas where if you want to add a lateral (sewer line) to your property, you have to also replace a neighbors lateral. I am trying to add 2 units and 2 ADU’s on my property. One of the units would house my own family (we are currently living on the existing residence on South), and one of the units would be affordable housing and each would have an ADU unit. There is verbiage coming to the council on Feb 4th which would allow utility to require each ADU unit over 750 square feet to also have their own utility connection and that would then trigger each ADU unit to replace a neighbors lateral. So for our small project, that would be 8 laterals! At about 20k each, that would very quickly get rid of our affordable housing plan and, honestly, probably prevent any building on our lot. There is no provision excluding ADU’s from the lateral replacement plan and there is no provision excluding affordable units from the sewer lateral replacement ordinance. I’ve just come from the utility department where they have confirmed that this verbiage is intended to be used in this way. I am overwhelmed at the length that various bodies of government will go to to prevent housing from being created. Please consider all avenues of what this verbiage means to the citizens of SLO. I emailed you before with a few concerns on some of the restrictions staff is proposing but wanted to pass along this info from utility. I’ve attached my plan to give you a sense of what I’m trying to do. But, more importantly, I’m concerned about what this means for SLO as a whole. 2
