The proposed structure is 23 feet in height and includes four roll-up doors for access to 3,453 square feet of warehouse floor area and 678 square feet of office and restroom area. The project is located on the rear portion of a site that is developed with a 2,050-square foot commercial structure located adjacent to Orcutt Road, which is currently under building permit review for interior and exterior improvements. The exterior changes to the existing structure are considered minor and do not require a formal architectural review. General Location: The 16,910-square foot project site is located on Orcutt Road, between McMillan Avenue and Duncan Road. The subject property currently contains one commercial structure, approximately 2,050 square feet in area, located near the street fronting property line with parking provided to the right of the structure. The rear half of the property contains no existing improvements. Staff has identified the discussion items below related to consistency with CDG Chapters 2 (General Design Principles) and 3 (Commercial and Industrial Project Design). Highlighted Sections Discussion Items Chapter 2 – General Design Principles §2.2.C & D– Attention to detail & material selection The project proposes vertical and horizontal articulation through wall offsets, awnings and changes in material. The ARC should discuss if the project achieves vertical and horizontal articulation and how the external treatments provide durability and authenticity, as well as beauty. Chapter 3.1 – Commercial Project Design Guidelines §3.1.A. Overall design objectives for commercial projects The project includes primarily rectilinear forms and right angles. The ARC should discuss how the project avoids appearing “boxy” by articulating the building form and creating building shapes with shade and shadow (2). §3.1.B.3 Design consistency The project is proposed to be built along side and rear property lines, which is common in zones for industrial uses. Given this placement, The ARC should discuss whether the project demonstrates a consistent use of colors, materials, and detailing throughout all elevations. §3.1.B.8. Entries (a. & b.) The building design includes recessed areas for office entries, with screening walls along the exposed sides. The ARC should discuss if these building entries are sufficiently protected from the elements, and if the design creates an architectural focal point by using wall recesses and roof overhangs in the design.
