Persons wishing to speak should come forward and state their name and address. Comments are limited to three minutes per person. Items raised at this time are generally referred to staff and, if action by the Committee is necessary, may be scheduled for a future meeting. Public Comment: NONE CONSIDERATION OF MINUTES 1. Minutes of the Parks and Recreation Committee of December 4, 2019. ACTION: APPROVAL OF THE REGULAR MEETING MINUTES OF THE PARKS AND RECREATION COMMISSION FOR DECEMBER 4, 2019. CARRIED 6:0:0:0 to approve the minutes of the Parks and Recreation Advisory Body for the regular meeting of 12/04/19 as motioned by Webber and second by Applegate. Presentation of 2019 Annual Progress Report for Parks and Recreation Strategic Plan (Bergam/Setterlund – 30 minutes) Staff Bergam and Setterlund provided a progress report update on the 2020 Strategic Plan entering in its final year since its inception in 2016. The Strategic Plan focused on 6 main areas including employee development and retention, programming and facilities, open space and collaboration. Some highlights from the year included the hiring of the new Parks and Recreation Director, maintaining fiscal responsibility, public outreach with regards to the Parks and Rec Master Plan, cross-division collaboration, and staff training opportunities. Staff offered a variety of community-based activities and saw high numbers within each of its programs, increased the departments social media presence, and provided programming to activate park locations. Staff collaborated with other City Departments regarding Public Art projects including parking booth wraps and utility box painting. Public Comment NONE Commissioner Comment Vice Chair Spector: Within the strategic plan and year of 2019, what could staff have done better or did not complete? Would like to see more collaboration with the Faith organizations, schools and other organizations. Chair Thurman: Inquired to elaborate on the Fish Philosophy. Asked if staff have their taken team-building philosophy and expanded to other City departments? Commissioner Stowe: Continue to activate underutilized facilities and seek out local clubs and organization Parks and Recreation Committee Minutes DRAFT for February 5, 2020 3 | P a g e 3. Presentation of the 2019 Annual Open Space Maintenance Plan (Avakian/Carscaden – 20 minutes) Staff Carscaden provided an update of the annual open space maintenance plan that focused on improvements at and around the City owned open space. Highlights include the improvements to the parking lot at the Johnson Ranch trailhead, continued clean-up of encampments within open space, and trail projects within open space locations. With the increase of fires in California, the City receive a grant for twelve days of project labor aimed at fuel reduction projects within the City’s Open Space. The City added two new Open Space location at Miossi Open Space and Waddell with focus on conservation and trail construction coming in 2020. 2019 was the second year of the Night Hike program at Cerro San Luis and continues to be a success. The Ranger program would not be successful without the many volunteers that assist with workdays throughout the year providing assistance in completing Open Space Projects. Public Comment NONE Commissioner Comment Commissioner Applegate: When can the community anticipate access to the new open space acquisitions? Conservation plan approved by Council in January. Chair Thurman: What is the decision towards the creation of the Whale Rock trail? In development due to the acquisition of maintenance equipment for training purposes. Trail is in development but on hold pending other project completion. Vice Chair Spector: (3) Inquired into the relationship between Ranger Services and the transient population. 4. Amendment to the Public Art Policies and Procedures Manual (Stephenson – 10 minutes) Staff Stephenson provided a summary of the action taken during the January 21, 2020 City Council meeting regarding amendments to the Public Art Policies and Procedures Manual. The presentation was provided after receiving direction from the July 16, 2019 meeting. The amendment was included to reflect the values of sustainability, inclusivity and diversity with public art being approved by Council on a case by case basis. Resolution No 11081 was adopted January 21, 2020 and effective on Feb 4, 2020. Vice Chair Spector: Asked what is the eligibility of monuments depicting of actual persons? SUBCOMMITTEE LIAISON REPORTS & COMMUNICATIONS 5. Subcommittee Liaison Reports (Chair Thurman – 15 minutes) a. Adult and Senior Programming: Vice Chair Spector: The HVAC system was installed at the SLO Senior Center this past January. b. Active Transportation Committee: Commissioner Webber: The ATC (6:52) discussed case studies completed with other cities and the completion crosswalk installation upgrades. c. City Facilities (Damon Garcia, Golf, Pool & Joint Use Facilities): Commissioner Applegate: Aquatics - SLO High School Swim season began practicing in mid-January - Shawn Tucker will be hosting a regional Lifeguard Instructor Course at the end of the month - Will be holding Lifeguarding courses in March and April to get ready for summer hiring Facilities - All fields are now open after Fall renovation - The Sinsheimer Stadium will be receiving two additional speakers after a generous donation from the SLO Blues Organization - Islay Park Playground construction planned to begin at the end of April Golf - Total rounds played for January were up 300 over January 2019 with revenue at the course up $7,000 for the month. - Additional trees are set to be planted along Holes 8 and 9 to continue to assist with errant golf balls - Night Golf for February will be held on Feb 20 Community Services - 619 kids are registered for Youth Basketball - Youth Basketball is in its the third week of the eight-week season - Spring softball registration has opened, goal is to have 65+ teams - Preparation for the 41st annual SLO Triathlon is underway - Staff are currently in the process of updating user agreements for all drop-in sport held at Ludwick Community Center d. Jack House Committee: Commissioner Schwab: JHC discussing a plaque for the house and update to the House. e. Tree Committee: Chair Thurman: Updates to the Tree removal application parameters have been written but not officially approved. Provides City Arborist to make decisions on tree removals that would not need the committee approval. Updated bylaws and updated purposes of liaisons from other committees. f. Youth Sports Association: Commissioner Stowe: No Report. Parks and Recreation Committee Minutes DRAFT for February 5, 2020 5 | P a g e 6. Directors’ Report (Avakian - 5 minutes) • Acknowledgement of all the P&R staff for all of their hard work for our community. An area that wasn't highlighted as much tonight was our youth programming for before and after school care. The staff works at 5 different school sites and provides educational care for over 2,000 program enrollments taking care of over 900 children each year. • Froom Ranch update: staff are interested in potential for Ranger Station/Interpretive Center and use of Barn as storage/shop area. Will continue conversations with CHC and developer regarding the expected operational use. Consideration of park redesign and modification of acreage/in-lieu funds. Next steps to occur in Feb and will report back to PRC. • P&R Master Plan update: Consultants have been provided Day population to obtain truer impact numbers (SLO is the county hub, Cal Poly, tourism). This will provide a more accurate forecasting for the metrics spreadsheet and providing the metrics on facilities/amenities update in March. • New DG is being added to Bocce Ball Courts mid-February. Staff is waiting to hear back regarding potential grant funding. • Sinsheimer Park playground slide flume (burned by vandalism) to be fixed the week of February 10. Park will close for 1/2 to 1 day. • Islay Park Playground replacement slated for late spring start (April/May) • Islay Hill and Laguna Lake Parks bathrooms received newly installed LED lights for added safety. • Re-mulching of the park playgrounds around town will occur this spring • The Miossi Conservation plan was approved by Council on January 14. Next step will include fencing and trail establishments. Staff are preparing for a potential for late spring or summer opening. • Laguna Lake Dredge RFP was approved by Council on January 14. Expected project to start in late summer with a 3-month timeline. • P&R Office remodel design has been finalized. Due to timing of the project, staff recommended to begin in October 2020. • The Senior Center HVAC Ribbon Cutting was held on January 30. • The North Broad St. Park has received its 50% development of plans. Estimated to go to Council for final approval in late fall or winter. • PRC candidate interviews scheduled for February 21 and recommendations to Council in mid - March. New Commission members will start in April. • 7.
