ATC Members,
Item 1 - Plan Schedule
I agree with staff recommendation and encourage the committee to extend the ATP schedule to allow more time to
review the draft plan. The proposed revised schedule provides ample time (about 3 months) to review and discuss the
draft plan after it's released. This feels much less rushed than the current schedule to adopt the plan at city council on
June 2.
Item 2 - Project Prioritization
I applaud the framework for prioritization that focuses on projects with the greatest potential for increasing bicycling
and walking mode share. Whittling this down to a core network of crosstown routes facilitates focus on the important
"big win" projects. Having projects rated by ridership potential is an excellent idea that seems like a prudent metric to
use when prioritizing projects.
Going forward, I would like to see ridership potential combined with estimated project cost for the Tier 1 projects. I
encourage the ATC to consider prioritizing projects within the ATP by ridership potential and estimated cost in order to
more easily identify combinations of projects that can be completed with available funds to get the highest mode shift.
Additionally, I encourage the ATC to rate projects with Quick Build potential higher than non Quick Build projects.
Quick Build projects by definition should be completable faster and cheaper than traditional projects. Focus on getting
infrastructure now, even if it's in a temporary fashion, should be given priority over expensive projects with lengthy
timelines.
Misc
I appreciate level of detail this agenda packet contains compared to past ones. Thanks to city staff for putting together
all of this information to enable quality decisions to be made. Additionally, many thanks to the ATC members for
attending extra meetings and spending extra time to ensure this ATP provides the framework this City needs to meet
our mode share goals.
