It is likely that a combination of the following would indicate th e need for a signal at the location however, if one criteria is significantly exceeded it may be a basis, in and of itself, to move forward to phase II : Signal Warrant Criteria Driveway volumes and Madonna Roa d conditions maintain satisfaction of one o r more warrant criteria Both urban and rura l warrants will be reviewed . 12 month review . Volumes wil l be collected on an averag e Wednesday and Thursday for review with Wednesday bein g the default study day . Review other measures under this section and gap analysis, Driveway needs to maintain characteristics tha t need signalization in order to justify additiona l delay and other issues along Madonna Road an d LOVR. Vehicles stacked past the driveway from Madonna/LOVR Queues from Madonna/LOVR stacked pas t the driveway 6 or more times in any pea k period on an average day . Sample at 6 months with full review at 12 month review . Volumes will be collected on a n average Wednesday and Thursday for review wit h Wednesday being the default study day . Review driveway delay an d queue lengths to determine i f queues from Madonna/LOVR ar e affecting driveway performanc e for left/thru vehicles . 6 or more times is roughly 20% of a 120 secon d signal cycle length that would be required if driveway is signalize d LVSC Excessive Queue Length Queue length of 6 or more left turn/ thr u vehicles stacked in the driveway for greate r than 90 seconds and unable to access gap s available on Madonna twice or more durin g a peak period on an average day Sample at 6 months with full review at 12 months, annually thereafter Review driveway delay ho w much peaking is occurring in th e driveway. Investigate alternative s if possible . Implement Phase I I option Threshold is slightly below signal queue length s and delay that has been simulated LVSC Excessive delay 50 second/vehicle average delay fo r left/thru LVSC driveway egress vehicle s calculated by actual (not estimated ) methodology 12 month review, annually thereafter implement full signal ATE has forecast up to 100 sec/vehicle delay i f driveway is not signalized . 50 sec/veh is 50% o f that forecast. Also, 50 sec/veh average is slightly above LOS D/E cusp (55 sec/veh avg) that is City threshold fo r signal ization (however, that would be for the entir e intersection). 50 sec/vehicle is also the uppe r threshold of LOS E for unsignalized locations . (3 rear end or angles in a six month period or 5 in a twelve month period) Ongoing Convert to Half Signa l alternative (immediate) Full signal alternative should not degrade collisions below current conditions. Half Signal will remov e potential for rear ends in EB direction . EB Left turn Lane volumes excee d storage length for LVSC driveway approach Queues from left turn vehicles excee d storage length and stack into the #1 EB thru lane on Madonna more the 2 times in a pea k period or over the course of the day . Ongoing with City to sampl e every 3 months on a Tuesday o r Wednesday starting 3 month s after Phase II completed. 1) Convert to Half Signa l Alternative, or 2) Remove left turn lane into th e center and maintain full signal . The full signal alternative can not break dow n operations along Madonna Road . Timing alternatives at this location are limited due t o additional delay to Madonna and LOVR . EB "Pass Through" vehicles o n Madonna at driveway 2 or more observed "Pass through" of E B vehicles that violate the red indication at the full signal approach during any hour perio d of day. Ongoing . Every 3 months after Phase II improvements are completed . Convert to half signal.Violations of signal indications may indicate drive r inabilities to observe signal indications in time t o make necessary decisions for stop conditions. Vehicle/Pedestrian Conflicts 2 or more EB or WB vehicle/pedestria n conflicts observed during any period wher e either the pedestrian or vehicle violates the red indication . Sampled at 3 months intervals after Phase II improvements ar e completed . 12 month afte r report. Ongoing thereafter . Consider removing pedestria n crossing. If EB vehicle violations, conver t to half signal . Vehicle/Pedestrian conflicts would need immediat e remediation at the locatio n Emergency Access impairment Fire Station #4 or other emergency respons e hindered by congestion and queues alon g Madonna Roa d Determination of effect at sole discretion o f Fire Department. Ongoing .Implement Half signal . If problem persists, may need t o remove all signalization at location . Significant impairment to emergency response ca n not be allowed . Neighborhood Traffic Intrusion Complaint increase by north or south Oceanaire neighborhoods that cut throug h traffic has increased . Ongoing Center may pay to augmen t existing PD resources to enforce speed the areas or other NTM devices. If problem persists, implemen t half signal. The full signal may cause diversion into th e neighborhoods and should be mitigated by the center. Note : LVSC will be consulted of any determination by the City that conversion of a the full signal to '/z signal is necessary . In the event that staff determines that further less extensive modifications or revisions can not resolve certain criteria/problems that develop, then at the direction of Council , LVSC shall convert the full traffic signal to median half signal . LVSC may review this determination and recommend to staff and Council alternatives , if any, that may mitigate problematic issues . Coucnil determination on this issue will be final .
