Much study and discussion has gone into the crafting of these amendments, so that th e ordinance as revised will continue to honor the City's longstanding 1% annual growt h limit, while allowing builders to deal with today's financial realities in paying fo r necessary infrastructure . The key to these amendments is best summarized in the Staff report : The new policy language would allow unbuilt allocations to be carrie d forward, creating a virtual "bank"from years in which residential growth was less tha n 1%. This bank of units could help projects secure lending for larger residential projects and help to pay fo r the larger up-front infrastructure costs .
