Mandeville : This firm represents the San Luis Coastal Unified School District . We have been asked t o comment on the City's consideration of annexing the area covered by the Orcutt Area Specific Plan . Our comment is not necessarily in opposition to the concept of the annexation . In fact, the Distric t generally takes no position on such matters . The subject annexation, however, will jeopardize th e ability of the District to adequately provide for neighborhood school facilities in the future . On that basis, the District is compelled to both comment on the proposed annexation at this time and to voic e its concerns when the annexation is considered by LAFCO . The District follows this course reluctantly but feels that neither City Staff nor the Cit y Council has adequately taken the need for an appropriate future school site into account . The District raised these concerns at the hearing on the Orcutt Area Specific Plan ("OASP"). The District thought it had an understanding with the City in which the District would not interject itsel f into discussions regarding the adoption of the OASP and the City would ensure that a school site , meeting site selection criteria and supported by adequate infrastructure, would be designated as a future school site . The District abided by its part of the bargain . For its part, the City has proposed a school site after some discussion with the District . The site proposed, however, is inadequate i n terms of both site selection criteria and supporting infrastructure . At the hearing on the OASP, Carol Florence appeared on behalf of the District to advise th e City Council regarding the problems with the proposed site . It was apparent to Ms . Florence that th e City Council had not been previously advised of the District's concerns . The District felt that it wa s being unfairly viewed as having interjected itself and its concern late in the process . It certainly di d not feel that the City provided meaningful consideration and evaluation of the problems facing th e proposed site . As matters stand, the District will not be able to provide a neighborhood elementar y school for the Orcutt Area expansion . We believe that if the City takes the time to evaluate the proposed site, it will reach the conclusion that an alternative site is necessary . It would be our hope that evaluation will take plac e as part of the decision to further pursue annexation . If not, however, the District will have to rais e this issue in the LAFCO process .
