I do not, nor will not abrogate my rights as a property owner to any committe eor subcommittee of the City of SanLuis Obispo, Ca . Decisions relating to the "look" of m y1890 Victorian two story residence, the landscape materials around it, the interior an dexterior spaces in and around it that I enjoy as a property owner will be made by me i ncompliance with existing City guidelines and ordinances . The creation of an ordinance to pu tthose decisions in the hands of a few City employees and fine one astronomical amount sof money for non-compliance to their timetable, is an act of discrimination against a specifi cclass of property owners at best and probably unconstitutional . I do not have th econvenient means to run this by legal,but you do and it seems to me that the likely costs o fthe City's defense of implementing this proposed ordinance should be a consideration i nit's acceptability as a desired thing for the greater good of the community . 1 can understand the City's beef with deadbeat property owners that treat the muc hneeded improvements to their buildings as a loss from their annual bottom line . However ,in my daily walks with me legally licensed dog, I see these rundown structures and they areof various architectural vintages rather than just Victorians. ft seems to this cwt that mayb e a better approach,if this cannot in your opinion be handled through existing ordinances,would be to work with individual owners and maybe employ incentives like tax deferment sor low cost loan availability for the desired improvements . What has not been proved in al lof this effort is the need for such an ordnance and a lading together of us Victorian owner sto discuss common goals and common means of implementation . A for instance : if you rstated goal is preservation, you need to provide incentives for engineered inspections o ffoundations with practical solutions and a means for property owners to West in thi sapproach.re~l iief - etch... until the work is paid for .
