Mudgett, Administrative Analys t SUBJECT : NAMING OF THE CORPORATION YARD IN HONOR OF MAYO R DAVID F. ROMER O RECOMMENDATIO N Adopt a resolution renaming the City's Corporation Yard the "David F . Romero Corporatio n Yard" in honor of Mayor David Romero's contributions to the City of San Luis Obispo durin g his tenure with the City . DISCUSSIO N Backgroun d David F . Romero has devoted over 50 years to improving and enhancing the City of San Lui s Obispo . He served 36 years as Public Works Director, eight as Councilman, and eight as Mayor . Mayor Romero has worked closely with other City officials, County Supervisors, Cal Poly Stat e University, and numerous State and Federal legislators with the well being and quality of life o f his community always in his mind . Mayor Romero is known for common sense and honesty, always making decisions with the bes t interests of San Luis Obispo uppermost in his heart . As Mayor, his extensive experience , reputation, and qualifications continued to serve the City well . During his terms as Mayor, th e Council made major progress in addressing the City's housing needs, obtaining a reliable long - term water supply, revitalizing downtown, improving bike and transit facilities, protecting an d improving neighborhoods, and supporting an aggressive program to improve City streets an d relieve traffic congestion . Mayor Romero has committed his life to public service having helpe d guide the City of San Luis Obispo toward an even brighter future . Consistency with Naming Polic y While the City does have a policy for the naming of Parks and Recreation facilities, staff is no t aware of a policy concerning the naming of other City facilities . However, the Council may fin d the criteria established for the naming of Parks and Recreation facilities instructive in considerin g this recommendation . The Parks and Recreation Naming Policy, Resolution 8621 – 1997 Series, a s relevant in this case, state the following : Policy #1 –Naming of facilities may be made for individuals or groups who have mad e significant contributions or service to the City of San Luis Obispo and its citizens . Without a doubt, Mayor Romero has made significant contributions to the City and its citizens . In December, he will retire from the City after serving more than 50 exceptional years as the Directo r of Public Works, Council Member, and Mayor . Throughout his career, he has been a dedicated and Meeting Date Item Number Naming of Corporation Yard Page 2 committed leader, respected by staff and the community alike, and ever-supportive of the missio n of the Public Works Department . Having served 36 years as the Director of Public Works (whic h included the Utilities function during his tenure), the City's Corporation Yard is a particularl y appropriate facility to be named in his honor . It was through his efforts that this consolidated , forward-thinking facility was built after many years of having maintenance crews operating out o f multiple sites. Policy #7 –While the policy primarily deals with new park sites, the renaming of existin g facilities or unnamed portions of facilities is not precluded When such a request is received , the current site name will be researched to see that the request is not contrary to a previou s naming. Such naming changes are seen as being appropriate for parks/buildings with generi c names. The City's Corporation Yard and Operations Center has never been formally named and therefor e meets the criteria established in the City Policy for the Naming of Parks and Recreation Facilities . Accordingly, it is staffs recommendation that the Council approve the dedication of the City's Corporation Yard as a fitting honor to Mayor Romero, whose personal and professional legacy i n the community will continue far beyond his retirement . Next Steps and Recognitio n Upon Council's approval of this naming, staff will coordinate the installation of the appropriat e signage at the entrance monument . Staff will coordinate an appropriate recognition ceremony fo r Council, Mayor Romero, and members of the community to attend and celebrate . FISCAL IMPAC T There will be some cost associated with properly signing the facility to reflect the dedication . However, the fiscal impact is expected to be minimal and can either be absorbed by the Publi c Works Department operating budget or Administration's Ventures and Contingencies (V&C ) funding. ALTERNATIV E Deny the dedication .The City Council could chose to deny the dedication and subsequent renaming of the City's Corporation Yard, This alternative is not recommend, given th e contributions of Mayor Romero to the City of San Luis Obispo during his more than 50-yea r tenure . (2010 Series ) A RESOLUTION OF THE CITY OF SAN LUIS OBISPO DEDICATING TH E SAN LUIS OBISPO CORPORATION YARD IN HONOR OF SAN LUI S OBISPO CITY MAYOR, DAVID F . ROMERO WHEREAS,Mayor David F . Romero was hired as the City Engineer for the Cit y of San Luis Obispo in 1956 ; and WHEREAS, David F . Romero distinguished himself in a 36-year career with th e City, where he retired in 1992 as the Director of Public Works ; an d WHEREAS,David F . Romero continued to show his dedication to the City an d was first elected to the City Council of the City of San Luis Obispo in 1992 ; and WHEREAS,David F . Romero was first elected to serve as Mayor of the City o f San Luis Obispo in 2002 ; and WHEREAS,Mayor David F . Romero's leadership commanded the respect an d admiration of the City organization, and the community ; an d WHEREAS, Mayor David F . Romero set a high bar for professionalism an d excellence that will have a lasting effect on the City of San Luis Obispo ; an d WHEREAS, Mayor David F . Romero has faithfully served the entire San Lui s Obispo Community through his position as Public Works Director, Councilmember, an d Mayor; and WHEREAS, Mayor David F . Romero's support and guidance were instrumenta l to the successful development of the City's City's housing needs, long-term water supply , revitalization of the downtown, improvement of bike and transit facilities, improvin g neighborhoods, streets and traffic congestion ; and WHEREAS, Mayor David F . Romero is a beloved husband, father, grandfather , friend, colleague, community member, and role model, both professionally an d personally; and WHEREAS, David F . Romero's personal and professional legacy will benefi t our community and the City of San Luis Obispo far beyond his retirement . NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Lui s Obispo : SECTION 1 . In recognition of Mayor David F . Romero's outstanding leadershi p and committed service to the City of San Luis Obispo, the City of San Luis Obisp o Corporation Yard shall hereafter be dedicated as the "David F . Romero Corporatio n Yard ." Resolution No . (2010 Series ) Page 2 SECTION 2 . A proclamation memorializing this dedication shall be provided t o David F . Romero in appreciation of his dedicated service to the City and the monumen t sign at the Corporation Yard entrance will be changed to reflect the naming.
