I look forward to attending the December 1st special council meeting .Congratulations again to all of you who will be sworn in on that day .
From the staff report, I realize that December 17th is the first possible date for th eappointment hearing . I would encourage you to adopt the December 17th date i fpossible and not let it go into the following week . Many people will be out of tow nthe week of December 20th, and I'm sure you want to give the public th eopportunity to speak during the process . The CHC has had to reschedule it's regula rmeeting that week for precisely the same reason .
I am in support of the City's Charter Section 406 that states "the new Council shal lappoint a qualified person to fill the vacancy". I do not endorse a special election tofill this position . To allow a special election would be irresponsible based on th efiscal constraints facing the City . Equally important, an election would delay th eswearing in of the new Council member until March or April . I believe it would be i nthe best interest of the City to have this person in place on Council before Januar ywhen the Budget and Goal setting process begins .
