SUBJECT : Red File : C4 : Proposed Laguna Lake Trail Named in Honor of Allen Settle
The Parks and Recreation Commission (PRC) met on December 1 st ,2010 to consider naming o f
an unnamed trail at Laguna Lake Park after former Councilmember and Mayor Allen Settle . The
Commissioners are unanimously recommending to Council that the trail be so named . The Draft
Minutes of the PRC where this action was taken are attached .

CALL TO ORDER:Chair Craig Kincaid called the meeting to order at 5 :31 p .m .

CONSIDERATION OF MINUTES :
MOTION:(Havas/Whitener) Approve the November 3, 2010 minutes as amended .

2.Volunteer of the Mont h
The December Volunteer of the Month is Maureen Titus . Maureen has been a volunteer with the Jac k
House since 1992 . Several years ago, Maureen visited a historical home in San Francisco that mad e
the house into a haunted mansion for special Halloween tours . She presented the idea to the Jack
House Committee of doing a similar event at the house . However, with the sprinkler installation, th e
event had to be postponed until this past fall when the idea was put into action . Maureen headed th e
committee, came up with ideas to carry it through, found places that sold dry ice and picked it up ,
helped decorate the house, found local high school students to act as ghosts and directed them in thei r
roles prior to the event . Maureen also stood outside on the two days of the Haunted House and greete d
all the visitors and shared with them a little about the Jack House . If a child became too scared to sta y
in the house, Maureen quietly talked them into coming back inside giving them a private tour of th e
House showing them where all the "ghosts" lived . No child was left behind! Maureen is a wonderfu l
asset to the Jack House Docents, always willing to help where she can and always with a great sense o f
humor .
• Maureen has been a registered dental hygienist for 28 years . She is a past president o f
California Dental Hygienists' Association and has served on the Public Health Council for th e
CA Dental Hygienist Association . Maureen practices in two general dentistry offices in San

8.Proposed Laguna Lake Park Trail Naming in Honor of Allen Settle (Stanwyck )
Director Stanwyck highlighted an area of trail at Laguna Lake Park that had been proposed fo r
consideration by the PRC to be named in honor of Allen Settle whose 30 years of service on th e
Council recently ended . Consistent with City Policy the naming was brought to the PRC fo r
consideration and recommendation to Council .
The Commissioners very briefly discussed the concept in a positive fashion .
MOTION:(Regier/Havas) The PRC recommends that the San Luis Obispo City Council approv e
the naming of the unnamed Laguna Lake Park Trail in honor of former Council Member and Mayo r
Allen Settle the "Allen Settle Trail".

Commissioner Hensinger reported on the most recent meeting of the Tree Committee stating there
were six applications for ficus tree removal on Higuera, however only two were approved ; this was
in correlation with Council's goals to upgrade the Downtown area . Discussed tree placards .
Commissioner Davis reported there was no meeting of the Youth Sports Association recently .
Commissioner Havas shared recent communications from Natural Resources Manager Neil Havli k
regarding Open Space issues including formulation of the agricultural Master Plan and an area nea r
the new Target site which will operate as a non-profit providing produce for schools ; Mountai n
Brook Church to sign lease for trail ; new trail at Froom Ranch almost complete ; Stenner Spring s
skills area still under coordination with CCCMB ; PG&E efforts to recable conductors over ope n
space at Reservoir Canyon ..
Commissioner Havas reported on recent attendance at the Bicycle Advisory Committee meetin g
during which goals were modified and adjusted to clarify and align more with other committees .
Commissioner Whitener reported on a special meeting of the Joint Use Committee November 3 0
during which goals of the Committee were finalized and JUC work program for 2011 was reviewed .
