Since Katie has provided her arguments in advance for your consideration, I will provide my summary arguments now and follow up with more detail tomorrow. Katie is absolutely right that the Task Force was originally chartered to provide recommendations to her. In reading the Task Force report, however, it's clear the Task Force has focused heavily on policy issues which are the purview of the Council and on specific implementation strategies which would require Council approval before proceeding. In addition, in two places, the report specifically makes recommendations to Council by name. For these reasons, I felt the Task Force should be provided the opportunity to make a presentation to us. Also, given the significant investment of time made by citizen volunteers over seven months, I felt a presentation to Council would provide us the opportunity to publicly thank those volunteers for their efforts. Andrew Carter Council Member City of San Luis Obispo From: Lichtig, Katie Sent: Monday, January 03, 2011 3:43 PM To: Richardson, April; Bradley, Mary; Malicoat, Debbie Subject: Council Communications issue to be raised tomorrow night Mayor and Council: In the spirit of "no surprises" and to give you time to think about the issue I wanted to let you know that Andrew has let me know that he intends to raise the issue of whether to ask the Fiscal Sustainability Task Force to make a presentation directly to the Council on their work and recommendations. I believe that Andrew was contemplating asking for the presentation at the January I81h meeting (pre -goal setting). I have indicated to Andrew that I did not intend to facilitate this without direction from the council for two main reasons. First, the FSTF was charged with providing me (not the Council) with suggestions to contemplate as we put forth a financial plan. They were focused on long term sustainability and I was using the FSTF for educational purposes, not policy measures that required immediate action. Second, since I have the obligation, as articulated in the Charter, to present a balanced financial plan it seems most appropriate for the report to come to me to filter through the recommendations and bring that plan to you in May. There are many steps between now and then but I believe this obligation fall to the City Manager to begin with. I'm letting you know in an attempt to give you time to think about this issue before it is raised tomorrow night. Because this is NOT an item on the agenda issuing red files on this topic is not appropriate.
