Annexation of Approximately 58 acres of property along Broad Street at Farm House
Lane and Kendall Road

I am a member of the Active Transportation Committee (ATC), but am submitting this
comment as a resident of San Luis Obispo as this issue has not been considered by the
committee.
My comments are specific to the lack of active transportation options that would be
considered safe by pedestrians and people on bikes working at or visiting the East
Airport site except for those who feel comfortable on Highway 277 with its heavy motor
vehicle traffic, and lack of protected bicycle lanes and bicycle/pedestrian crossings at
Farmhouse Lane and Kendall Road. The staff report describes current conditions for
transportation as follows: Broad Street/State Route 227 provides vehicular access to
the area via Farmhouse Lane and Kendall Road. There is no mention of access for
people who are not driving, which is concerning considering the City of San Luis
Obispo’s commitment to reducing trips by vehicle, increasing trips by bike and foot and
reducing greenhouse gas emissions.
The City Council should have a standard question: How will this project decrease trips
by motor vehicles and increase trips by bike, foot and/or transit? And if it does not do
so, what can you do to achieve city goals?
I strongly encourage you to direct staff to explore connecting East Airport to the trail
system accessed from Tank Farm Road/Pointsettia Street/Goldenrod Lane. Although
this trail system is privately maintained, it is used by the public. I recognize that
developing this connection will be challenging, but remind you that what’s at stake is
business as usual for a business park/job site that is primarily accessed by motor
vehicle. Providing a non-motorized transportation option should be a priority now that
this site is being annexed into the city.
