HomeMy WebLinkAbout04-08-2020 PCC Agenda PacketCity of San Luis Obispo, Agenda, Planning Commission Agenda PROMOTIONAL COORDINATING COMMITTEE BOARD Wednesday, April 8, 2020 5:30 p.m. REGULAR MEETING Teleconference Based on the threat of COVID-19 as reflected in the Proclamations of Emergency issued by both the Governor of the State of California, the San Luis Obispo County Emergency Services Director and the City Council of the City of San Luis Obispo as well as the Governor’s Executive Order N- 29-20 issued on March 17, 2020, relating to the convening of public meetings in response to the COVID-19 pandemic, the City of San Luis Obispo will be holding all public meetings via teleconference. There will be no physical location for the Public to view the meeting. Below are instructions on how to view the meeting remotely and how to leave public comment. Additionally, members of the Promotional Coordinating Committee (PCC) Board are allowed to attend the meeting via teleconference and to participate in the meeting to the same extent as if they were present. Using the most rapid means of communication available at this time, members of the public are encouraged to participate in PCC meetings in the following ways: 1. Weekly calendar optimization ensured events were properly represented on the site and that all key SLO events were included. Due to the COVID-19 pandemic many events had to be canceled, remove or updated. The promotion was paused on March 17, 2020. Below are stats on the Ticket Tuesday posts that were published prior to March 17, 2020. The San Luis Obispo International Film Festival always draws a large crowd, even for Ticket Tuesday. Stats for both giveaways show higher engagement metrics than most posts, on average. We are currently looking into a substitute program to reactivate Ticket Tuesday to provide the community with a fun contest and a way to help us promote and support local businesses. The SLO Happenings event calendar remained within the top 5 most visited pages on VisitSLO.com with 1,385 pageviews –which is a 13% decrease, largely due to current situation of COVID-19. FY 19-20 MID YEAR BUDGET UPDATE & FY 20-21 BUDGET PROCESS Tourism Manager Cano updated the Board on the mid-year budget status for FY 2019-20 and reviewed the timeline and process for the development of the 2020-21 budget for the TBID program. The Management Committee will continue to begin initial budget reviews and create recommendations for the full board. Due to working as an upcoming five-member board because of currently open TBID Board seats, Tourism Manager Cano recommended an adjustment in subcommittee structures and members to continue completing work efficiently as follows: Management Committee include members Patel-Mueller and Conner Marketing Committee include members Skidmore and Harris All Board members were in consensus on the subcommittee participation. Additionally, members discussed upcoming schedules and splitting contract pitches between two board meetings as follows: 1. April Board Meeting will be used for strategic partner pitches 2. Additionally, staff reviewed the now open three seats on the TBID Board and encouraged members to communicate with their liaison properties that applications are available. BUSINESS ITEMS 1. COVID-19 Val Vaz of AMF and Brittany Garcia of Matchfire presented a COVID-19 marketing plan including recommended steps for immediate actions, large-scale outbreak actions, city quarantine or shutdown actions and recovery plan actions for the TBID’s consideration. Dusty Colyer-Worth, Chamber of Commerce Visitor Center Manager, presented a live chat widget to be added temporarily on the VisitSLO.com website as an added customer service tool to support overall guest services. Tourism Manager Molly Cano addressed current and ongoing staff communications to the constituents and current work with the City of San Luis Obispo’s Finance Department to complete a TBID financial status. Additionally, Cano recommended the TBID Board grant authority to the Executive Committee including Bruce Skidmore and John Conner to modify the presented plans on an as needed basis within the ear marked budgets. Public Comments: None. ---End of Public Comments--- DRAFT Minutes – Tourism Business Improvement District Board Special Meeting 3/17/20 ACTION: MOTION BY BOARD MEMBER PATEL, SECOND BY BOARD MEMBER HARRIS CARRIED 4-0-0 to adopt the marketing plan adjustment as outlined and presented by AMF and Matchfire, to adopt the expanded guest services component as presented, and to grant the executive committee authority to work with staff in implementing the different components and actional items for the TBID during this time relating to COVID-19. After the motion was made, seconded and PAIF, the Board held additional discussion on industry announcements relating to COVID-19. Tourism Manger Cano then excused the agency and contractor representatives if desired and completed another Board Member roll call. 2. Marketing Services RFP Evaluation Tourism Coordinator Burns reviewed the average evaluation scores received from four board members who then discussed the different components of their evaluations. The Board determined that the top six scoring agencies who scored an 80 or above (out of 100) and highlighted in green and blue would be invited to participate in a first interview. Board members then reviewed the process for first interviews and further discussed schedules, general agency questions and questions to be used for interviews. Staff will create a detailed side-by-side analysis of the selected six agencies for board member use.
