This issue was brought up during the Planning Commission hearing and I'm not seeing that issue in the staff report. Maybe I'm not looking in the right place. Regardless, if that issue about allowing the developer to satisfy the affordability requirements in the commercial area this application should be required to go through an Amendment to the Specific Plan. Additionally where is the language regarding Housing Element Policy 4.1 which was included in the Planning Commission packet. Also, there was discussion about improvements to Laguna Lake park with regards to the Park in Lieu fees paid by the developer because the development was approved without providing the require park area. 2.8 acres were provided where 6.2 was required, if you would have read the EIR and not what staff was indicating as 5.8 acres.
