TOURISM BUSINESS IMPROVEMENT DISTRICT BOARD
Tuesday, March 17, 2020
Special Meeting of the Tourism Business Improvement District Board
CALL TO ORDER
The special meeting of the San Luis Obispo Tourism Business Improvement District Board was called to
order on Tuesday, March 17, 2020 at 10:08 a.m. in City Hall, located at 990 Palm Street, San Luis Obispo,
California, and virtually by Chair Bruce Skidmore.
ROLL CALL
Present: Chair Bruce Skidmore, and Board Members John Conner, LeBren Young-Harris (10:18
a.m.) and Pragna Patel-Mueller.
Absent: None.
Staff: Tourism Manager Molly Cano, Tourism Coordinator Chantal Burns and Deputy City Clerk
Megan Wilbanks (departed at 10:16 a.m.)
PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA
John Salisbury of Salisbury’s Homestay & Vacation Rental submitted public comment via email at 9:22
a.m. on March 17, 2020 and read by Deputy City Clerk Megan Wilbanks.
BUSINESS ITEMS
1. COVID-19
Val Vaz of AMF and Brittany Garcia of Matchfire presented a COVID-19 marketing plan including
recommended steps for immediate actions, large-scale outbreak actions, city quarantine or shutdown
actions and recovery plan actions for the TBID’s consideration. Dusty Colyer-Worth, Chamber of
Commerce Visitor Center Manager, presented a live chat widget to be added temporarily on the
VisitSLO.com website as an added customer service tool to support overall guest services. Tourism
Manager Molly Cano addressed current and ongoing staff communications to the constituents and current
work with the City of San Luis Obispo’s Finance Department to complete a TBID financial status.
Additionally, Cano recommended the TBID Board grant authority to the Executive Committee including
Bruce Skidmore and John Conner to modify the presented plans on an as needed basis within the ear
marked budgets.

ACTION: MOTION BY BOARD MEMBER PATEL, SECOND BY BOARD MEMBER HARRIS
CARRIED 4-0-0 to adopt the marketing plan adjustment as outlined and presented by AMF and
Matchfire, to adopt the expanded guest services component as presented, and to grant the executive
committee authority to work with staff in implementing the different components and actional items
for the TBID during this time relating to COVID-19.
After the motion was made, seconded and PAIF, the Board held additional discussion on industry
announcements relating to COVID-19. Tourism Manger Cano then excused the agency and contractor
representatives if desired and completed another Board Member roll call.
2. Marketing Services RFP Evaluation
Tourism Coordinator Burns reviewed the average evaluation scores received from four board members
who then discussed the different components of their evaluations. The Board determined that the top six
scoring agencies who scored an 80 or above (out of 100) and highlighted in green and blue would be invited
to participate in a first interview. Board members then reviewed the process for first interviews and further
discussed schedules, general agency questions and questions to be used for interviews. Staff will create a
detailed side-by-side analysis of the selected six agencies for board member use.

ACTION: MOTION BY BOARD MEMBER CONNER, SECOND BY BOARD MEMBER
HARRIS CARRIED 4-0-0 to invite the six agencies who scored at least an average 80 or higher to
participate in a first interview. The six agencies in alphabetical order include The Abbi Agency, Madden
Media, Matchfire, MMGY Global, Mod Op with Wagstaff Media and Noble Studios & DCI.
ADJOURNMENT
The special meeting was adjourned at 11:35 a.m.. The next Tourism Business Improvement District Board
meeting is scheduled for Wednesday, April 8, 2020 at 10:00 a.m., at City Hall, 990 Palm Street, San Luis
Obispo, CA.
