I have one additional comment regarding building permit application ARCH-0816-2019.
My comment is in regard to the size of the ADU.

In the section “What size ADU can I build” - it states :
•The maximum size of an ADU shall not exceed fifty percent (50%) of the primary unit's existing living
area, or eight hundred (800) square feet, whichever is less.
i.e: A 1,000 square foot home cannot have an ADU greater than 500 square feet.
•The Community Development Director may authorize an exception by allowing an ADU to be fifty
percent (50%) of the primary unit's existing living area up to 1,200 square feet by a Director's Action.
The proposed ADU included in the permit application for 1141 Ella says that the ADU is 967 sq. ft. -
which is much greater than the 800 square feet allowed.
Should this exception have also been included in the list of requested exceptions in the Architectural
Review Commission Report that was provided to the public? The two currently listed requested
exemptions are to the 1) downhill building wall standard and 2) the retaining walls standards.
My opinion is that all 3 of these proposed exceptions are in direct conflict with the intent of the Hillside
Development Standards, and/or the building code, and will result in a structure on a sensitive site that
is out of scale and character with the adjacent residences.
