A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
APPROVING A PUBLIC SAFETY HEALTH FITNESS PROGRAM AGREEMENT
FOR TESTING AND MEDICAL EXAMS WITH DR. JAMES WEBB AND
DR. DAVID BERNHARDT
WHEREAS, the Council of the City of San Luis Obispo recognizes the
necessity for Public Safety employees to maintain an acceptable level of
health fitness in order to effectively perform their tasks; and
WHEREAS, the Council has recognized the desirability of such a
program by approving public safety goals outlined in this year's budget;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San
Luis Obispo as follows:
The City of San Luis Obispo agrees to enter into an agreement with
Dr. James Webb and Dr. David Bernhardt to conduct physiological and medical
exams as described in the attached letters prepared by Drs. Webb and Bernhardt
attached hereto, marked Exhibits "B" and "C" and incorporated herein by this
reference.
On motion of Councilman Settle , seconded by Councilman Griffin
and on the following roll call vote:
AYES: Councilmembers Settle, Griffin, Dovey and Mayor Billig
NOES: None
ABSENT: Councilman Dunin
the foregoing Resolution was passed and adopted this 18th day of
January 1983.

Following numerous conferences and work sessions involving Bill Hanley (Police),
Bart Topham (Police), Scott McMillan (Fire), and myself, the following schedule
of tests have been devised to assist in providing insight as to the general
health and fitness of the City of San Luis Obispo's Public Safety Personnel
(Fire and Police). The Functional Assessment portion of the total battery would
evaluate the following areas and parameters.

i. Diameters (biacromial, bitrochanteric)

a. Residual volume (Helium Dilution Technique)
b. Vital Capacity
r. Forced Vital Capacity
d. Forced Expiratory Ventilation
e. Maximal Breathing Capacity

Due to the nature of the tests and the time involved, the five categories
will necessitate two separate testing sessions of approximately one hour
each. In addition, time will be required for computation, data analysis /:..
interpretation and exercise prescription. Finally, as we have discussed,
several hours will be needed for providing educational, informational,
question and answer-sessions for the personnel involved. The cost of my
services and that of a trained technician to assist_ me in this project is
$70 /participant.

Re: Fitness evaluations for uniformed
Personnel of the city of San Luis Obispo.
I wculd like to formalize the arrangement for a fitness awareness program
designed for uniformed personnel in the city of San Luis Obispo. As you
know, the risk of coronary heart disease is significant in men as they
advance in age through their 30's, 4V s, and older. There appears to be
added risk associated with service in the fire and police corps of a
conriunity. It is believed that these. risks can be altered by a corbination
of education and change in exercise and diet habits. what is proposed
is a joint program_ between my office (that is Dr: David Javitz, IL D. and
myself) with Dr. Janeslv':ebb, exercise physiologist. at Cal Poly University,
Dan Luis Obispo. Our intention is to thoroughly evaluate these uniforned
personnel, educate then as to the findings of the evaluation and prescribe
the changes which might improve the problem areas described in this
evaluation. 14e also plan to reevaluate at an interval in the future to
document changes and hopefully irprovement in these problem areas. .
The initial phase will be a medical evaluation to be done in our office by
Dr. Javitz and myself. This will include a physical examination (not only
a loop at the cardiovascular areas, but also a: general look. at the rest
of the body) along with a complete blood panel to include blood sugar,
cholesterol, triglycerides and other lipid studies, a complete blood count
and tests which look at liver and kidney function generally along with a
urinalysis. A resting electrocardiogram will also be done. We plan to
monitor the treadrill which will be performed .in Dr. •;ebb's laboratory and
this, therefore grill serve as a stress test. The total cost for all of
this will be $100.00 per person. If a chest Xmray is indicated, that would
be ordered but would be an extra charge.
The second phase of the evaluation will take place in Dr. =ebbis laboratory
and is described in his letter. When he has cm:pleted his evaluation, we
plan to provide the results of both of our studies to each individual in
one coordinated document. .,te also plan to suggest the changes that might be
made to improve on px•oblem areas..
Reevaluation is planned at an interval of possibly 6 months to 1 year. I {y
impression is that mn s of this will be done in Dr. vebb's laboratory since
ti.ese are the areas we are going to concentrate. on. If there are significant
abnormalities in laboratory tests, then these can also be rechecked, but
there will be an additionalcharge for these at the time they are done. If
this does occur, it is very unlikely to exceed $50400 per person and would
not necessarily involve all 61 the individuals.

A o_uestionaire has been given to many of the safety personnel and will
be given to the rest, information from these will be included in the
data gathered and utilized in helping to recormrend changes in habits and
life - style.
Ail of the inforr!ationgati-iere .. ,� our office and also gathered in
conjunction with Dr. 1--;ebb would, in my opinion, constitute medical
records and not personnel records. The results of these, therefore,
will be shared with the individual but kept confidential othemise.
