To: San Luis Obispo City Council, Derek Johnson Re: May 5, 2020 Item Not On The Agenda: Business Reopenings From: Allan Cooper, San Luis Obispo Date: May 3, 2020 Honorable Mayor and Council Members - According to the May 3, 2020 edition of the SLO Tribune no specific dates are listed for when schools and businesses will reopen. After increased testing is completed retail shops, fitness centers and restaurants will be able to open in the the first phase. But they must meet criteria to reduce risk of community spread. These are all high turnover businesses and this is completely backwards. Wouldn’t it be much safer to open up low turnover, in-person clerical services and non-food related wholesale businesses first as these businesses can be conducted through social distancing and PPE? But think of this. You’re in a restaurant and you’re eating your food. How is this done wearing a mask? You’re in a fitness center and there is significant exhaled breath condensate. You’re waiting outside on a narrow city sidewalk to get into a retail store. How is the necessary social distancing going to be enforced? These business types should not open in the first phase but rather in the second phase after we have a therapeutic vaccine widely available. Thank you! 1
